SUMMARY:
The Chief Monitoring, Evaluation, and Learning (MEL) Officer leads the Center’s efforts to catalyze learning and innovation across the Center’s programs and functions (both at headquarters and in the field) in line with the Center’s strategic priorities. The Officer is responsible for setting overall program monitoring, evaluation, and learning (MEL) strategy and ensuring successful implementation in close coordination with leadership. The Officer is responsible for guiding the integration of quantitative and qualitative methodologies into existing and future efforts enhancing accountability, effectiveness, and impact. The Officer provides guidance to the Chief Executive Officer (CEO) and Vice Presidents and is a member of the leadership team. The Officer reports to the CEO of The Carter Center.  This position is full-time and based in Atlanta, GA, USA.  International travel is required.

 

Qualifications

MINIMUM QUALIFICATIONS:
Bachelor's degree and 8 years of related work experience which includes leading program and/or organization-wide design, monitoring and evaluation practices across multi-disciplinary programs or at an organization-wide level.  Graduate degree in a related field preferred.  Experience supporting strategic planning and organizational development efforts that require cultural change is preferred.  Proficiency in one or more foreign languages is desirable as is experience working and/or living abroad.

 

PREFERRED QUALIFICATIONS:
The Officer is required to have deep substantive knowledge of design, monitoring and evaluation practices within complex programs seeking behavioral or norms change. At least eight years of experience leading program and/or organization-wide design, monitoring, and evaluation practices with at least three years leading these efforts across multi-disciplinary programs or at an organization-wide level. Experience guiding strategic planning and organizational development efforts that require cultural change is preferred. A graduate degree in a relevant field is required or an equivalent combination of experience, education, and training. Proficiency in one or more foreign languages is desirable as is experience working and/or living abroad. This position is Atlanta-based.
