BirdLife International - the largest nature conservation organisation in the world - is looking for an experienced, dynamic and passionate Regional Director to provide strategic leadership across the BirdLife Europe & Central Asia Division. This position is full time, open ended and located in Brussels.
1. OVERALL PURPOSE OF JOB
The overall purpose of the Regional Director for Europe and Central Asia is to enable the BirdLife Partnership to make a tangible contribution to protecting and restoring nature in the Region.
The Regional Director is responsible for the overall leadership and management of the European and Central Asian Division of BirdLife International, ensure it keeps delivering high quality services to the BirdLife national Partners, leading BirdLife regional conservation work in line with the BirdLife strategy, including conservation actions, policy, communications, fundraising and capacity development. The Regional Director will also be responsible for promoting joint initiatives and programmes, and representing as appropriate the BirdLife Partnership in the region.
2. MAIN DUTIES/WORK PROGRAMME RESPONSIBILITIES
2.1 Management duties
- Lead and manage the European and Central Asian Division of BirdLife International, including the Division’s legal, financial, HR and administrative operation working with the COO to ensure consistency on a global basis:
- Manage and motivate staff of the BirdLife European and Central Asian Division in advancing BirdLife International’s strategy and servicing the Partnership in particular the European and Central Asia Partners, including setting up annual workplans, assessing performance and pursuing staff development plans;
- Lead the annual cycle of development of the European and Central Asian Division’s work plan, budget and reporting as part of the overall Secretariat planning mechanism.
- Support and supervise project managers in developing projects throughout the entire Project Management Cycle, with particular attention to solid project budgets development and implementation;
- Lead and support the fundraising function of the Region and support the fundraising plan both at the regional and global levels;
- Actively participate in the Senior Management Team of BirdLife International, contributing to the development of global and cross-divisional initiatives that benefit and involve the European and Central Asian Partnership;
- Organisation of learning, knowledge-sharing and training opportunities for staff.
2.2 Governance duties
- Lead the engagement with the European and Central Asian Partnership, with special regard to the priorities identified in the annual work plan and the Regional Partner Development Initiative;
- Lead the relationship with the European and Central Asia Regional Committee preparing agendas for meetings, organising reporting, following up on action points and organising elections and support the CEO and Management Team with Global Council on issues related to Europe and Central Asia;
- Co-ordinate the planning and take responsibility for the organisation of Regional Partnership Meetings in collaboration with other members of the Secretariat and with the European and Central Asian Committee.
2.3 Strategic duties
- Contribute to the development of the BirdLife International Strategy and business plan;
- Coordinate the development of the European and Central Asian Regional Plan as part of the BirdLife International Strategy. Lead the delivery of the conservation strategy. Develop & implement network and capacity development plans and promote BirdLife Partner to Partner Cooperation system;
- Encourage BirdLife Partners to take responsibility for specific initiatives, roles and delivery of parts of the European and Central Asian Regional Plan, provide appropriate supervision and support and ensure good communications and reporting;
- Coordinate the provision of appropriate support from the European and Central Asia Division to specific initiatives, campaigns and events, at Regional and Global level.
2.4 Representation duties
- Support to advocacy and policy development with the EU institutions;
- When required, represent the BirdLife Partnership to EU institutions and Brussels-based organisations, at the highest level;
- Promote BirdLife priorities to key decision makers and centres of influence in Europe and develop collaboration where appropriate;
- Liaise with donors (primarily EU, bilateral aid agencies, foundations, corporates, Partners) in order to adequately fund the Secretariat and the Partnership in implementing the European and Central Asian Programme and ensuring effective delivery and good reporting.
3. STAFF RELATIONSHIPS
- Reporting to (Line Manager) CEO;
- Reporting to Job Holder (Line Managed Staff) Senior Staff in the European and Central Asian Division;
- Principal staff relationship/responsibilities within the Secretariat CEO, Global Directors, other Regional Directors, and Programme Coordinators;
- Member of the Senior Management Team of BirdLife International;
- Principal staff relationship/responsibilities within BirdLife network Leading/following, supporting and guiding Senior staff of European and Central Asian Partners, European BirdLife Task Forces, European and Central Asian Committee, occasionally Global Council.
4. PERSON SPECIFICATION
4.1 General education
- Educated to post graduate degree level in a conservation/environment/business related field, or equivalent experience.
4.2 Job specific knowledge
- Good knowledge of international conservation and sustainable development;
- Understanding of the challenges in biodiversity conservation and in civil society development across Europe and Central Asia.
- Proven track record of successfully leading a regional team of professionals within a global organisation;
- Demonstrable experience in developing strategies and business plans, and managing complex budgets and projects;
- Networking and relationship management with professionals, public bodies and organisational partners at senior level;
- Communicating to different audiences, including working with the media and in public speaking;
- Non-profit governance and working with boards is desirable;
- Familiarity with Belgian and European legislation, namely in relation to employment and grant management an advantage.
4.4 Skill Set
- Excellent management, organisational and leadership skills;
- Target driven and results focussed individual;
- Ability to come up with solutions for complex problems and think ‘outside the box’;
- Strong planning and prioritisation skills, with the ability to make decisions under pressure;
- Ability to “sell” BirdLife International’s Programmes in order to raise funds and promote to possible partners;
- Ability to manage and nurture key donor relationships;
- Fluent in English, good level of French. Other European languages an advantage.
- Able to be flexible about working hours, evening and weekends are required at times;
- Able to travel from time to time (mostly but not exclusively in Europe and Central Asia).
