Position description

This position is located in the Department of Homeland Security Headquarters/, Office of Strategy, Policy and Plans, Office of International Affairs, Washington, District of Columbia.

Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Responsibilities

  • The incumbent directs, manages, develops, and implements DHS initiatives in the Latin America/ Caribbean region to increase and improve U.S capacity.
  • Identifies and pursues opportunities to implement the Department's homeland security agenda.
  • Supports the Assistant Secretary for International Affairs in identifying and managing opportunities to pursue the Department's goals.

Qualifications

SELECTIVE FACTOR: This position requires the incumbent to possess the ability to speak with conversational fluency in the Spanish language. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

QUALITY RANKING FACTOR: The duties of this position may require the incumbent to travel to different Spanish- speaking and other foreign locations. Applicants who meet this qualifications requirement will receive additional points on their overall rating score if they possess this ability.

Specialized Experience:
GS-15: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that included:

  • Developing initiatives to increase and improve the ability of the U.S government to ensure border, aviation, and migration security, and combat terrorism and transnational crimes.
  • Cooperating with interagency partners and foreign governments to ensure the utilization of the homeland or national security agenda.
  • Resolving administrative problems by creating new administrative management plans.
  • Developing long-range program plans, goals, and milestones to evaluate the effectiveness of government security and diplomatic programs.
