The Congressional Research Service (CRS), Foreign Affairs, Defense, and Trade (FDT) Division seeks an Analyst in Russian and European Affairs to work on a broad range of issues related mainly to Russian military and security policy, transnational threats, U.S. policy toward Russia, and European regional affairs.The analyst is expected to develop the skills necessary to provide legislative analysis and consultation to congressional committees, Members, and staff at sophisticated levels.
The analyst prepares a variety of analytical, descriptive and background reports, memoranda, and written materials on subjects or public policy issues within the employee's designated areas of responsibility to support congressional decision making; through personal consultation, assists committees, Members, and staff with consideration of legislative issues by providing information and analysis, and applying professional subject-area knowledge; participates in CRS seminars, workshops, and/or outreach programs for committees, Members, and staff; and locates and provides information requested by Members and committees of Congress or their staff. The analyst may support research undertaken throughout CRS.
Applicants should have experience conducting sophisticated analysis of a broad range of issues related to Russian military capabilities and strategy, Russia’s defense industry, and Russia’s global military and intelligence activities. Experience in political and intelligence analysis, security cooperation, treaties and security agreements, and/or transnational crime would be a plus.
The work can require rapid response to emerging policy issues during active legislative processes. The ideal candidate will have a solid background in Russian and Eurasian affairs, including Russian military and security policy, and U.S. policy toward Russia. Professional experience analyzing or implementing related policy and legislation is preferred. Strong research, analytical, writing, and presentation skills are essential, and applicants with an advanced degree in international relations, national security policy, Russian and Eurasian politics, or similar discipline are strongly encouraged to apply.
In conjunction with colleagues in the Europe and the Americas (EA) section and across the FDT Division, the analyst will prepare authoritative, objective, and non-partisan analytical studies and descriptive and background reports and other products that analyze foreign policy and global/regional trends; provide personal consultation and assistance to congressional committees, Members, and staff on such policies throughout the legislative process; and participate in team research projects and seminars.
