Position description

Infectious Disease Detection and Surveillance (IDDS) is a five-year USAID-funded project with the following overall objectives: (1) Improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems. In Myanmar, the IDDS project will focus on activities to accelerate the diagnosis of TB and build off of activities and successes of Challenge TB and enhance the impact of TB support provided by the Global Fund and the Access to Health Fund. IDDS will focus on activities to achieve three key results:

Increase TB case detection Increase MDR-TB case detection Increase access to, and quality of, second line anti-TB drug resistance testing.

FHI 360 is seeking a Senior Program Manager (SPM) to work closely with the IDDS Myanmar Team Lead and IDDS Myanmar Finance and Operations Manager and other project team members to ensure financial, operational, technical, programmatic efficiency, compliance, and reporting. The SPOM will provide technical and programmatic support to IDDS activities in Myanmar including monitoring project activities and budget as well as helping to organize IDDS team efforts and activities in Myanmar. This position reports to the IDDS Myanmar Team Lead and the overall oversight of the IDDS project senior management team, led by the IDDS Project Director.


The SPM has the following responsibilities:

  • Provides support to the overall leadership and management of the IDDS team in Myanmar
  • Supports the IDDS Myanmar team to ensure that activities are carried out according to the workplan, timeline, and budget
  • Manages, implements, and monitors systems, services, staff and budgets to achieve programmatic and financial goals
  • Collaborates with Technical and Financial and Operations staff to ensure that program implementation is managed closely and effectively
  • Under the oversight of the IDDS Myanmar Team Lead, guides the day-to-day activities of the project with an emphasis on project activities and workplan
  • Monitors and enforces compliance with USAID and FHI 360 regulations and policies
  • Work with IDDS Myanmar staff to develop operational workplans including developing terms of references (or other similar agreements) for staff to be seconded to Government entities
  • Ensures that all deliverables are tracked, monitored, and delivered
  • Coordinate and monitor IDDS Myanmar project activities under the guidance of the IDDS Myanmar Team lead
  • Supports the team lead to provide guidance and mentorship for IDDS Myanmar staff, ensuring clarity over plans and priorities and encouraging effective teamwork
  • Supports regular reporting (monthly, quarterly, annual) and ad hoc requests from the prime and USAID
  • Develops and delivers project plans, documentation, training, presentations, and reports and other vehicles to document and share IDDS accomplishments, challenges, and lessons learned
  • Coordinates the collection and review of data to monitor and report progress with meeting project indicators as defined in the IDDS Myanmar M&E plan
  • Supports the IDDS Myanmar Team Lead in building, developing, and growing partnerships and relationships with Government stakeholders, partners and others
  • Represents IDDS Myanmar in external meetings and discussions as delegated by the IDDS Myanmar Team Lead


  • Minimum Bachelor’s degree or higher in public health, international development, or related field
  • Minimum 5 years of experience leading health systems strengthening programs
  • Strong experience with USG management, programs, and operations including regulatory and reporting requirements
  • Demonstrated knowledge of TB in Myanmar
  • Strong organizational skills and attention to detail
  • Strong analytical skills and the ability to use data for decision making
  • Strong English written, oral, and presentation skills
  • Demonstrated interpersonal skills in facilitation and stakeholder engagement/coordination
  • Willingness and ability to travel a minimum of 25% within Myanmar and other travel as needed
  • Authorization to work in Myanmar

Preferred Qualifications:

  • Myanmar national
  • Prior experience working in an NGO organization and environment
  • Selection of final applicant is subject to approval of the IDDS prime


May supervise other FHI 360 IDDS staff members in Myanmar.
