AECOM’s Global Support Services (GSS) organization resides within AECOM’s Government business line and is comprised of three divisions — International Development, Operations and Mission Support, and Global Programs. GSS has the international presence, personnel networks and procurement infrastructure to deliver support for any mission, anywhere. We optimize the reliability, availability and sustainability of equipment, logistics systems and facilities for clients around the world. GSS supports the U.S. Government, non-U.S. Governments and industry clients with worldwide program management, planning, design, operations and maintenance, logistics, aviation services, security, international development, environmental and civil engineering and mission and intelligence support.Job SummaryThis position is housed within the AECOM International Development Business Development team, reporting to the Director of Business Development. As an integral member of Business Development team, the proposal writer will regularly interact with various capture and proposal team members and will collaborate with staff from AECOM International Development’s three technical practice groups – Environment and Infrastructure; Recovery, Transition and Stabilization; and Economic Growth, Governance, and Agriculture - as well as external consultants or partners to conceptualize and draft proposal narratives in response to USAID procurements for competitive awards.

Role and Responsibilities: 

  • Research, write and edit technical material for proposals;
  • Participate in proposal strategy, design, writing, and review sessions throughout the life of the proposal;
  • Review and contribute to proposal outlines and compliance matrices;
  • Work with subject matter experts to prepare material for proposals, including interviewing experts and/or reviewing and revising text prepared by experts;
  • Review proposal pieces and final text for clarity, consistency responsiveness to RFP requirements, in preparation for color team reviews and final production;
  • Travel to gather operational information and country context; and analyze the competitive environment for considering AECOM’s differentiators; and establish relationships with the client, potential partners and/or local staff.
  • Contribute to refining internal processes and methodologies for developing winning proposal
  • Mentor / advise staff writers assigned to proposal teams on improving proposal sections


  • Thorough knowledge and experience with USAID bidding practices
  • Proven proposal writing skills
  • Demonstrated ability to exercise good judgment and communicate effectively orally and in writing
  • Demonstrated ability to establish and maintain effective working relationships co-workers, business partners, and clients
  • Demonstrated competence to assess priorities, and concurrently manage a variety of activities effectively to meet deadlines with attention to detail and quality 
  • Leadership capabilities to facilitate inter/intra company teamwork to achieve business goals while promoting a culture of common purpose
  • Respect for and sensitivity towards cultural nuances and context
  • Familiarity with overseas development project operations and environments
  • Ability to work effectively in a fast-paced environment
  • Willingness to travel on assignment up to 25% of the time 

Minimum Requirements

  • Minimum 5 years of proposal development experience for USAID and other USG agencies
  • Minimum of 3 years of work experience writing technical proposals
  • Demonstrated success in writing winning USAID proposals
  • Excellent writing and editing skills
  • B.A. or equivalent experience in international relations, development, journalism, or a related field

Preferred Qualifications

  • Previous USAID experience
