Position description

The Gender Advisor will work in Namibia to support the USAID PEPFAR-funded ASAP II project, which is aimed at strengthening the capacity of local implementing partners (LIPs). The consultant will be responsible for developing close professional relationships with LIPs in Namibia to advise and support them in gender best practices. The consultant will conduct gender analyses of programs and organizational structures for LIPs, advise on the integration of gender equality into key documents and policies, and provide guidance on gender-inclusive budgeting. Additionally, he or she will train LIP staff, ensure gender focal points are in place, and develop policies on sex disaggregation while enhancing knowledge management systems.

Duties and responsibilities

  • Conduct systematic gender analyses of programs, projects, and organization-wide structures for LIPs as relevant;
  • Conduct organization capacity assessment to understand gaps in gender integration and create Capacity Development Plans (CDP);
  • Assist LIPs in developing gender equality and inclusion policies, as needed;
  • Collaborate with LIPs to integrate gender holistically into key documents such as strategic plans, work plans, external communications, implementation guidelines, HR hiring manuals, job responsibilities, etc.;
  • Advise LIPs on gender-inclusive budgeting to ensure financial resources are available for the implementation of gender policies;
  • Train LIPs’ staff on gender-inclusive programming and how to conduct gender analyses for projects;
  • Ensure that LIPs have gender focal points;
  • As needed, develop organizational policies on sex disaggregation and ensure that knowledge management is upscaled accordingly;
  • Ensure LIP’s gender policies and tools are up-to-date and in alignment with the organization’s strategic goals and USAID requirements.

Qualifications

  • Master’s degree in Public Health, Social Science, Gender studies or related field with a minimum of 8 years of relevant experience in an International NGO setting;
  • Experience developing gender equality and women’s empowerment strategies, trainings and tools that can be integrated into program interventions, organizational development and service delivery;
  • Demonstrated Capacity and experience using research data and program delivery results to strengthen and improve gender integration;
  • Established capacity to work in a team with various technical, clinical and administrative personnel;
  • Experience in providing Organizational Capacity Development Technical Assistance;
  • Ability to work with a high level of independence, using own initiative;
  • Demonstrate interpersonal communication skills and ability to work effectively on a team;
  • Willingness to travel within the region as needed;
  • Strong English language skills required;
  • Preferably reside in Namibia. Must be permitted to work in Namibia.
