Ukraine Investment Framework Coordination Office (UIFCO)
Objectives:
- Support administratively and operationally the Ukraine Investment Framework;
- Monitor, report and assess the impact of the implementation of the UIF;
- Support the UIF with sectorial expertise (specific sectors developed below);
- Support the UIF with outreach and visibility activities.
Location:
- Normal place of performance of the specific assignment: Brussels
- Mission(s) outside the normal place of performance and duration(s): Ukraine and other countries where stakeholders of the Ukraine Investment Framework are located. Duration can vary from several days to a week.
The indicative start date is 16/02/2025 and the period of implementation of the contract will be 18 Month(s) from this date (indicative end date: 16/08/2026).
Key Expert 1: Team Leader (200 Working Days)
- CAT I (>12 years of relevant experience)
- The Team Leader should have preferably 12 years but minimum 10 years of experience in a management position in international/development cooperation projects and/or multi-partner projects, of which at least 6 years as Team Leader (or equivalent in terms of responsibility) for projects with a duration equal or superior to 12 months;
- University diploma in Economics, Law, Business Administration, Engineering, Development Cooperation or any other discipline relevant for this assignment (or equivalent professional experience of minimum 5 years);
- Additional training/qualifications in aid-delivery methods and development finance would be an asset;
- Good knowledge on EU financing instruments, proven experience with Project Cycle Management;
- Proven experience in coordinating activities with various stakeholders and large team of experts;
- Proven experience in monitoring/ evaluation of EU funded projects or EU Financial Instruments and excellent knowledge of English (written and oral).
- Experience in coordination of projects in different regions with the aim of socio-economic development, experience in the Eastern Partnership region, and particularly in Ukraine would be an advantage;
- Preferably 5 years of experience with EC, EU Delegation and/or International Financial Institutions development cooperation projects, but minimum 2 years or 2 projects required;
- Preferably 5 years of experience linked to policy setting and financing of investments in infrastructure (e.g. transport, environment, energy, digital, social, etc.) and private sector development, but minimum 2 years or 2 projects required.
- The Team Leader will have excellent interpersonal skills and a record of successful project experience with multi-country teams.
- He/she will also be an excellent communicator and facilitator of contacts among different stakeholders.
- He/she will be able to travel to Ukraine.
Key Expert 2: Monitoring, reporting, and evaluation expert (200 Working Days)
- CAT II (>6 years of relevant experience)
- Should have at least 6 years of general professional experience in monitoring, reporting and evaluation of international development cooperation projects or programmes, preferably EU or EFIs programmes.
- University diploma in Business Administration, Economics, Public Policy, International Development, Statistics, Engineering or any other discipline relevant for this assignment (or equivalent professional experience of minimum 5 years);
- Additional training/qualifications in Monitoring & Evaluation would be an asset;
- Proven expertise in quantitative and qualitative methodologies for monitoring and reporting, management information systems, data quality assessments, data analysis and presentation and setting up and managing systems that track performance as per objectives;
- He/She should have knowledge of evaluation frameworks, specifically knowledge of performance indicators and evaluation techniques to assess programme effectiveness, excellent knowledge of Management Information System and database software;
- Excellent written and verbal communication skills to effectively convey findings and recommendations to stakeholders. In particular strong ability to produce comprehensive and clear reports-based monitoring and data analysis;
- Excellent knowledge of English.
- At least 6 years of experience with monitoring, reporting and evaluation of donor, preferably of International Financial Institutions (IFIs)-funded public and private sector investments, possibly in the sectors and/ or thematic areas relevant to UIF.
- Previous experience with monitoring of EC development cooperation projects and EU financial instrument would be an asset.
Pool of experts
Each additional expert should have a higher education academic level studies of at least 3 years in a field relevant for the supervision of works, attested by a diploma. In absence of the required diploma, 5 years of equivalent professional experience is required on top of the general professional experience. They should have at least 6 years of experience in their respective field of expertise. Previous experience with the European Commission or International Financial Institutions (IFIs) projects in a Eastern Partnership countries or in Ukraine would be an asset. Language skills of the team: Proficient user of English. Ukrainian is an asset for all experts and is mandatory of communication expert.
- Administrative Officer/Project Manager
- Preferably 6 years of experience with European Commission and/or IFIs projects, procedures/requirements, but minimum 2 years or 2 projects required
- Communication Expert
- Preferably 6 years of experience with designing or implementation of visibility campaigns as well as in drafting of articles and promotional material, but minimum 2 years or 2 projects required.
- Preferably 6 years of experience with EC and/or IFIs communication and visibility requirements, but minimum 2 years or 2 projects.
- Preferably 5 years of experience in Ukraine, but minimum 2 years or 2 projects.
- Fluent in Ukrainian and English.
- Economist/Data Expert
- Minimum 6 years of experience in economic development and analysis in Ukraine and/or Eastern Partnership countries.
- Engineering/Public Infrastructure Expert
- Minimum 6 years of experience with financing and implementation of IFIs development cooperation public sector infrastructure projects on minimum 5 different projects (of a duration of minimum 12 months) in 4 different countries.
- Private Sector Expert
- Minimum 6 years of experience with financing and implementation of IFIs private sector development projects on minimum 5 different projects (of a duration of minimum 12 months) in 4 different countries.
- Environment, Climate, and Social Studies Expert
- Minimum 6 years of experience in roles related to environmental, climate and social impact assessments in the sectors relevant to UIF. Specific experience with environmental, climate and social issues in Ukraine or other post-soviet economies would be an asset. Proven previous experience in applying/monitoring the implementation of the concepts of Do No Harm (DNH)/Do No Significant Harm (DNSH). Proven previous experience with climate tracking based on the methodology of Annex VI of Regulation (EU) 2021/241 of the European Parliament and of the Council.
- IT Expert
- Demonstrated experience with activity design, development, and implementation of IT and MIS systems in donor or IFI-funded international cooperation projects and programmes; experience specifically with projects and programmes focusing on financing and investments would be a further advantage.
- Web Designer
- Preferably 6 years of experience with designing or implementation of visibility campaigns as well as in drafting of articles and promotional material, but minimum 2 years or 2 projects required. Preferably 6 years of experience with the EC and/or IFIs communication and visibility requirements, but minimum 2 years or 2 projects.
