Position description
This position is located in the Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries Small Island Developing States (UNOHRLLS). Subprogramme 3 of the Office is mandated to foster achievement of the development aspirations set in the Antigua and Barbuda Agenda for SIDS (ABAS). The incumbent reports to the Senior Programme Management Officer, under the overall guidance of the Chief of the Policy Development, Coordination, Monitoring and Reporting Service.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties:
- Develops, implements and evaluates assigned programmes/projects, etc. in the context of the sustainable development of SIDS, including on the implementation of the monitoring and evaluation framework for the ABAS; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Performs consulting assignments, in collaboration with the client, by planning facilitating workshops on the monitoring and reporting of the ABAS, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Researches, analyzes and presents information on the sustainable development of SIDS, gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies related to the sustainable development of SIDS,
- Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions, for implementing the monitoring and evaluation framework for the ABAS.
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc on the sustainable development of SIDS and the monitoring and evaluation of the ABAS.
- Provides substantive backstopping to consultative and other meetings, conferences, etc. in relation to the monitoring and evaluation of the implementation of ABAS, to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities, including on the monitoring and evaluation of ABAS.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting, on the sustainable development of SIDS.
- Performs other duties as required.

Education
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
- Experience in sustainable development challenges of small island developing states is required.
- Experience in monitoring and reporting on sustainable development frameworks is required.
- Two years or more of experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the UN Secretariat. For this position fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
