JOB CONTEXT:
Since January 2024, HI has been responding to Sudan’s crisis. HI’s joint multisectoral response in Gedaref State, implemented with a Sudanese partner NGO, is already providing physical and functional rehabilitation services in healthcare centers and at community level, as well as MHPSS services, including individual and group counselling. HI is further engaged at the humanitarian coordination level to mainstream disability inclusion throughout the humanitarian response.
HI is scaling up its response from both geographic and modalities/sectorial perspectives. In particular, HI has deployed emergency response teams in Darfur, to setup its operations and initiate its response in the western parts of Sudan. HI team is present in Darfur since December 2024, implementing inclusive humanitarian action, and basic needs activities (WASH and Food security). HI team is also assessing other sectors such as Functional and Physical rehabilitation, and mutualized logistics. The advertised vacancy is to be part of that team.
YOUR MISSION:
The role of the Humanitarian Access & Security Manager is aimed at helping to ensure the safety and security of HI’s mission staff and goods at all times through ensuring proper risk analysis, security frameworks, tools and protocols in place and at the same time supervising their correct and effective implementation. The secondary objective is to develop HI’s capacity to analyze, dialogue, and negotiate in order for populations to fully access humanitarian aid. The position is directly under the Area Manager line management.
Your mains missions will be :
1. Contributes to the country strategies in line with the global strategies
Steers security strategy and functioning through the active promotion of HI’s institutional policy and the optimization of resources
- STRATOP: contributes towards the drafting, revision and implementation of operational strategy (stratop) in the specific area;
- RISKS: produces and updates the risk map covering the specific area; proposes and implements risk mitigation measures;
- INCIDENTS: contributes to incident reporting within his/her scope of responsibility;
- INDICATORS: produces, compiles and analyses dashboard data;
- REPRESENTATION: represents HI externally on security matters concerning his/her specific area (e.g. forums, operational and strategic alliances); ensures the development of local partnerships necessary to the development of his/her specific area of activity.
2. Standards and Accountability
- STANDARDS: ensures respect and application of HI standards and of the mission for the whole of his/her professional sector, with regard to policy, processes and tools;
- LOCAL ADAPTATION: adapts and contextualizes these standards according to specific local characteristics;
- INTERNAL CONTROL: oversees internal control for his/her whole area of responsibility;
- ACCOUNTABILITY: guarantees compliance with and application of institutional donor rules on his/her activity sector on all the projects implemented in his/her specific area.
3. Operational security management
Gain a thorough understanding on security issues in the specific area and develop an effective and efficient security related information collection.
- Support the Area Manager in the security watch;
- Follow the evolution of local and regional context as well as national and international context when its necessary;
- Support the diversification of information sources and capitalize information about key contacts on the specific area;
- Develop his own networking in order to gather and cross check information obtained from the area;
- Provide context analysis, potential scenario and mitigation measures through regular reporting;
- Ensure the link with the Area Manager, the Humanitarian Access and Security Manager (Country) and the HQ Security Advisor to share and strengthen analysis;
- Ensure that the program is in-line with HI’s security policy;
- Support the development, update and implementation of the security system for HI in the specific area (procedures, documents and tools);
- Follow up the application of security procedures, analyses and formalized lessons learnt to Area Manager;
- Propose to Area Manager and Humanitarian Access and Security Manager (Country) improvements for the management of security in the program and participate to the planning of security procedures implementation;
- Provide feedback and advice on security risks, as well as resources, security documents, strategies and good practice for security management of the HI activities into the area including direction for future project proposals;
- Conduct regular field visit for security assessments and to support mission bases/offices on the area;
- Provide support to Incident Management Support when needed and relevant;
- Track HI’s acceptance among the area communities, ensuring an active acceptance strategy is in place.
4. Representation and coordination
- Represent HI in bilateral meeting with humanitarian actors and with local actors when requested by the Area Manager and the Humanitarian Access and Security Manager (Country);
- Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities in the area if required;
- Maintain regular discussion and organize regular updates on security and context with the Humanitarian Access and Security Manager (Country).
- Liaise and coordinate with support services Managers to ensure proper capacity, resources and assets are available for security follow-up at mission level.
5. Training and management
- Assess risk behavior from HI staff (national and international) in the area;
- Provide training and on the job training toward persons who have security responsibilities in the area;
- Organize and provide extensive training on any security related issues to all HI staff of the area; induction for newcomers, regular briefing for international and national staff on security rules and procedures and any other specific training for staff.
Assumes the role and stance of manager with regard to his/her staff:
- Fosters a team spirit and team works to ensure the necessary synergies between each entity within the mission. Encourages the exchange of practices between each HI entity in the area;
- Contributes towards the professional development of his/her team members: sets individual objectives, ensures that the know-how and motivations of his/her staff meet the organization’s needs;

- Develops his/her staff‘s ability to work autonomously;
- Embodies and transmits HI’s values, ensures respect of its code of conduct and institutional policies and is vigilant with regard to expected attitudes and individual and collective behaviors.

YOUR PROFILE:
- You hold an university degree or equivalent certification in risk management, international relations or other discipline relevant to the position
- You have at least 3 years' experience as a Security Manager, Analyst or Manager with security responsibilities in highly volatile and remote environments,
- You are willing to travel to sensitive and remote areas within Darfur
- You know how to develop an access strategy but also mitigation measures in line with humanitarian security approaches, to realize a security risk analysis
- You master security incidents/crisis management
- You speak fluently English and Arabic will be a strong advantage

- 4 months International contract starting ideally mid-August 2025, based in Geneina in Sudan;

- Salary from 2800€ gross/month upon experience;
