Position description

Org. Setting and Reporting

This position is located within the Preventing Violent Extremism (PVE) Programme at the United Nations Interregional Crime and Justice Research Institute (UNICRI) HQs in Turin, Italy. The incumbent will be under the direct supervision of the Senior Programme Officer (Deputy Director) of UNICRI.

Responsibilities

The focus of this position is to lead the development and implementation of the UNICRI programme portfolio on preventing and countering violent extremism (C/PVE). Within delegated authority, the Programme Management Officer will be responsible for the following specific duties:

  • Develop, implement and evaluate UNICRI C/PVE programmes and projects, monitor and analyse projects development and implementation in the field of preventing and countering violent extremism, including initiatives focused on youth engagement, empowering civil society in PVE efforts, addressing the link between climate insecurity and violent extremism, integrating gender perspectives in PVE strategies, and supporting the rehabilitation and reintegration of violent extremist offenders; review relevant documents and reports; identify challenges and issues to be addressed and initiate corrective actions; liaise with relevant stakeholders; ensure follow-up actions.
  • Coordinate policy and strategy development in the area of preventing and countering violent extremism and radicalization, including the review and analysis of issues and trends.
  • Coordinate with partner Member States (e.g., countries of Sahel and West Africa regions, etc.), programme’s donors, and partners, including relevant international and regional organisations, national and local stakeholders and implementing partners.
  • Lead research activities, studies and analytical reports, contributing to the design of data collection tools, preparation of evaluations, and development of methodologies, including for assessing civil society organizations’ interventions; Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Initiate and coordinate outreach and fund-raising activities; conduct training workshops and expert meetings; make presentations and ensure visibility of UNICRI's work in the field of preventing and countering violent extremism at relevant international forums.
  • Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials, civil society organizations and other parties.
  • Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).
  • Manage, guide, develop and train programme personnel under his/her supervision.
  • Perform other work-related duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in political science, international relations or criminology is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of relevant progressively responsible work experience in project or programme management in the field of preventing violent extremism is required. Work experience in engaging with civil society organizations in complex contexts is required. Substantive work experience in the field of climate insecurity, gender and preventing violent extremism is desirable. Work experience in the United Nations system or similar international organizations is desirable. Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in French is desirable. Knowledge of another United Nations official language is an advantage.
