Afghanaid is a British humanitarian and development NGO established in 1983. It is headquartered in Kabul and is currently working in six provinces: Badakhshan, Samangan, Ghor, Daykundi, Herat and Kunar. For nearly 4 decades, Afghanaid has developed its thematic expertise and the capacity of its staff in correspondence with the evolving needs of the country, international best practice, and opportunities for innovation. Our work supports four pillars of sustainable development: providing basic services; strengthening sustainable livelihoods and food security; climate change and disaster risk reduction, and emergency humanitarian assistance. Three guiding principles are mainstreamed in all our work to ensure its contribution to sustainable development: gender and inclusion, good governance and community development, and conflict mitigation and peacebuilding.
Job profile
The M&E Specialist is responsible for monitoring and evaluating the Climate Change Adaptation and Rural Livelihoods (CARL) Project, which is implemented in a consortium with two downstream partners, as well as the PREVALE Project, a separate consortium project with four downstream partners. The M&E Specialist will work closely with Afghanaid staff and the partner NGOs to refine and implement the project’s M&E systems and tools, with a specific focus on geographical information systems (GIS).
Reporting to the Deputy Director of Programme Performance and Monitoring and sitting alongside Afghanaid’s M&E Manager, s/he will oversee the complete M&E cycle for these projects, including data collection, analysis, and reporting. S/he will conduct regular monitoring visits to project locations, identify gaps, and recommend enhancements, actively contributing to the projects’ adaptive management.
In addition to these project-specific tasks, the M&E Specialist will draw from his/her extensive experience in M&E to provide tailored capacity building, mentoring, and coaching to Afghanaid M&E staff, as well as partner NGO staff where needed, including on data analysis, data visualisation, reporting and GIS. The M&E Specialist will also play a portfolio-spanning technical support and troubleshooting role, advising M&E staff assigned to various other projects on data collection and analysis issues, and supporting the development of ToRs, tools and reports across the Afghanaid project portfolio.
The M&E Specialist will also work closely with the Deputy Director of Programme Performance and Monitoring and the M&E Manager to design and implement strengthened organisational M&E systems, and build the capacity of Afghanaid’s M&E staff so that these systems can be adopted across Afghanaid’s programme portfolio. We envisage that the M&E Specialist will in time take over formal leadership over the M&E team – the timeline for this transition will be discussed with the final candidate as part of the recruitment and onboarding process.
