POSITION HIGHLIGHTS
This is a full time (40 hours per week) position conveniently located in Hartford, CT, easily accessible to all major highways.
  • LOCATION: Office of Policy and Management
  • ADDRESS: 450 Capitol Avenue, Hartford, CT
  • WORK HOURS: Full-time, first shift, 40 hours per week
  • SCHEDULE: Monday through Friday
ABOUT US
At OPM we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management this class is accountable for the cost analysis and research used to develop state government policy for the Secretary of the Office of Policy and Management. It coordinates the review, analysis, development and implementation of policy and programs for state agencies, towns and municipalities.

EXAMPLES OF DUTIES

  • Support state and federal grant administration as well as state policy and program development and implementation pertaining to the criminal justice system, including but not limited to, the following:
      • Complete cost analysis to develop and recommend policies and/or programs;
      • Review and analyze fiscal and program implications of established and proposed policy initiatives;
      • Draft legislative proposals to implement policy and/or program initiatives;
      • Develop strategic plans to implement policy and/or program initiatives;
      • Work with Executive Branch agencies, the Judicial Branch, local governments, and non-profit community organizations to ensure compliance with state and federal mandates pertaining to criminal justice system policies and programs;
      • Coordinate inter-agency collaboration on criminal justice issues;
      • Provide analysis of emerging criminal justice issues; make recommendations regarding policy changes or administrative actions;
      • Review legislative, regulatory and/or administrative proposals;
      • Identify federal funding sources to support the Governor’s criminal justice priorities;
      • Oversee administration of over $17 million in state and federal grants;
      • Track and review grant performance metrics to provide quality assurance, evaluate outcomes, and the prioritization of resources;
      • Represent Secretary on various boards or commissions;
      • Supervise four professional staff; and
      • Other related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles and practices of public administration including policy development, coordination, cost benefit analysis and implementation;
    • state, federal and municipal legislative processes;
  • Knowledge of relevant state and federal laws, statutes and regulations;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • analyze and evaluate policy and programs;
    • coordinate and implement policy development activities and prepare and present effective reports and presentations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience with major responsibility for the review, analysis, coordination and administration of policies and programs in a large governmental, public affairs or business organization.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration or political science may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience with the administration of federal grants, including but not limited to:
      • Interpreting and implementing federal programmatic and financial regulations;
      • Monitoring regulatory compliance;
      • Establishing metrics for tracking performance measures; and
      • Preparing reports documenting compliance with federal guidelines.
  • Experience interpreting and implementing statutory and administrative policy;
  • Experience leading the planning and development of new programs, policies and initiatives;
  • Experience collaborating with and presenting policy initiatives to state and federal criminal justice system policymakers, stakeholders, and oversight administrators;
  • Experience with the leadership of a team analyzing, developing, and implementing criminal justice policy, grants, and other initiatives;
  • Experience setting expectations for staff regarding performance and output;
  • A minimum of four years of supervisory experience;
  • Experience using analytic software, including Microsoft Excel and Access as well as grant management software; and
  • A bachelor’s or master’s degree in criminal justice, public policy, emergency services and homeland security, or a closely related field.
