DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity‐building of both state and non‐state security sector stakeholders.
DCAF's Business and Security team works with business, governments and communities to improve security, sustainable development and respect for human rights. We are a strategic implementing partner for both the Montreux Document and the International Code of Conduct for Private Security Service Providers (ICoC) and an Observer to the Voluntary Principles on Security and Human Rights (VPs). In partnership with the International Committee of the Red Cross (ICRC), our work supports companies operating in complex environments to ensure that human rights are integrated into their business practices. DCAF is leading a multiyear project funded by the European Union in the area of responsible security and business practices linked to the extraction and trade of critical raw materials (CRM). The project will be implemented by a consortium made of DCAF and the International Code of Conduct Association (ICoCA), with strategic support from the OECD. The project will administer an important number of grants which will be made available to civil society organisations (CSOs) to implement activities related to the project with the support of the consortium partners. The successful applicant will lead the grant management aspect of the project. As such, the successful candidate will ensure full compliance with EU regulations and DCAF internal processes, grant agreement obligations, and internal governance procedures, while supporting the project consortium in delivering high-impact results aligned with the project objectives.
The Grant Officer will report to the project Programme manager, working closely with other DCAF team members, notably the Business and Security team finance officer.
Key areas of operation
1. Grant & Contract Management
- Manage the full lifecycle of the EU grant agreement, including amendments and reporting obligations, in coordination with the Finance officer
- Lead the procurement processes for grantees and non-key experts, ensuring compliance with both EU and DCAF financial rules (e.g. develop calls for proposals, lead information sessions for applicants, develop and implement evaluation criteria, carry out due diligence on the applicants, analyze organizational capacities to manage sub-grant funding, develop contractual agreement, etc.)
- Maintain an updated contact list and other information for subgrantees
- Maintain trackers such as audit, reporting, reconciliations, and monitoring for subgrantees
- Support subgrantees with start-up and closeout processes
- Ensure compliance with EU financial rules, eligibility criteria, and procurement standards
- Monitor adherence to the Grant Agreement, Consortium Agreement, and internal DCAF policies
2. Financial Oversight
- Oversee project budget planning, allocation and financial forecasting, in coordination with the Finance officer
- Monitor expenditures, cost eligibility and financial reporting, in coordination with the Finance officer
- Provide technical support to grantees on subgrantee budget & expenditure monitoring, recommend budget revisions as necessary
- Build capacity of grantees in EU requirements as well as general financial and administrative good practices
- Conduct visits to country & field offices to support with capacity building of subgrantees
- Work with the Programme Manager and the Financial Officer to ensure sub grant payments in accordance with sub grant agreements
- Support consortium partners and grantees during financial audits and reviews
- Ensure proper documentation and record retention in line with EU requirements
3. Reporting & Deliverables
- Coordinate the preparation and submission of periodic financial reports by consortium members and grantees
- Coordinate the preparation and submission of periodic financial reports to the donor, in coordination with the Finance officer
4. Risk & Compliance Management
- Identify financial, administrative, and contractual risks
- Implement mitigation strategies and internal controls
- Draft guidance documents, templates or memos to support sub-grants management
- Act as a resource for all compliance-related issues pertaining to sub-grants
- Lead on due diligence of potential grantees and consortium partners
5. Consortium & Stakeholder Coordination
- Serve as the primary administrative contact point for consortium partners and grantees
- Provide guidance to partners on EU financial rules and reporting templates
- Organize consortium meetings related to financial and administrative management
- Support communication with EU officers and external stakeholders
Qualifications
- Bachelor's or Master's degree in Finance, Business Administration, Public Administration, Law, or a related field
- Minimum 3–5 years of experience managing EU-funded projects in international cooperation
- Strong knowledge of EU financial regulations and grant management procedures
- Experience managing multi-partner, international consortia
- Excellent organizational and analytical skills and attention to detail
Additional skills or experience
- Familiarity with the EU policy framework on Critical Raw Materials
- Strong interest in financial management and project budgeting
- Strong negotiation and conflict resolution skills
- Ability to communicate effectively
- Fluency in English both written and spoken, is essential. Spanish, French and Portuguese considered a plus
- EU citizenship or a valid work permit for Belgium at the time of application is a pre-requisite
