Director of Policy, Cybersecurity and Supply Chain Risk Management

Position description

• You will possess an in-depth understanding of a diverse range of domestic (including public sector) and international cybersecurity and supply chain risk management priorities.
• You will drive the development of ITI’s strategic direction and advocacy to inform and shape the development of policies and regulations governing cybersecurity and supply chain resiliency to promote domestically, regionally and globally consistent pro-innovation, market access-enabling outcomes.

• You will undertake direct policy advocacy with U.S. government policymakers and counterparts in key global markets for the tech sector including Europe, the UK, India, and Brazil, and be adept at building strategic relationships with a wide variety of stakeholders at all levels of government as well as other industry associations and civil advocacy organizations.
• You will be a collaborative colleague who is comfortable working with multiple teams at ITI, and communicating effectively with diverse representatives from ITI’s companies, including executives, government affairs professionals, salespeople, and engineers.

• Lead ITI’s monthly Cybersecurity Committee meetings and work with ITI members to develop consensus policy priorities on cybersecurity and supply chain risk management issues within scope of ITI’s TDT and PS teams
• Lead U.S. and international policy development and advocacy on cybersecurity and supply chain risk management priorities and serve as the primary ITI subject matter expert on cybersecurity and supply chain risk management policy.
• Anticipate emerging trends and policy evolution related to cybersecurity and supply chain risk management issues across multiple jurisdictions, including in the U.S. at the federal and state levels and key global markets.
• Manage and support the development of strategic and tactical approaches to policy and regulatory proceedings on the cybersecurity and supply chain priorities of the TDT and PS teams in the United States and global markets.
• Build and advance relationships with U.S. government officials and agencies, particularly at DHS/CISA, Department of Commerce (including NIST), Department of State, other relevant U.S. agencies and departments, and other counterpart agencies in foreign governments both in capitals and at their embassies in Washington, D.C.
• Cultivate and maintain relationships with key non-governmental policy stakeholders in the U.S. and global markets, including from trade associations, companies in the tech and other industry sectors, privacy and civil society advocacy groups; other trade associations; think tanks and academics. Build coalitions to advance ITI member priorities.
• Lead ITI’s advocacy on cybersecurity and supply chain regulations and other policy issues impacting ITI members who are federal contractors before relevant federal agencies, including DoD, GSA, ONCD, DHS/CISA, OMB, through written and oral messaging.
• Respond to regulatory and other inquiries in the U.S. (both Congressional and Administration) and similar inquiries from legislative and administrative bodies in global markets, including submitting detailed comments to Requests for Information, Notices of Inquiry, preparing written testimony, white papers and policy advocacy materials, and preparing other internal and external communications.
• Represent ITI at key public and exclusive industry meetings, government-sponsored workshops and events, Federal Advisory Committee meetings, and comparable public-private engagement opportunities.
• Provide thought leadership and support to leading ICT companies in relation to established and emerging technology policy priorities globally.
• Collaborate and work closely with colleagues from the ITI Policy and PS teams, other internal teams, and ITI member companies to anticipate emerging technology trends and craft responsive strategies. 
• Support the professional development of more junior team members and serve as resource for cross cutting policy issues across the organization.

Qualifications

• Bachelor’s degree; advanced degree in international relations, public policy, law, business, or a related field preferred.
• A minimum of five years’ work experience on relevant policy issues, preferably in a trade association, business, advocacy or government setting. Prior information and communications technology (ICT) policy experience a significant plus.
• Experience working on cybersecurity and supply chain risk management, resiliency and/or security is required. Experience working on artificial intelligence, quantum computing, cloud computing, privacy and data protection, government access to data, digital platforms, and other emerging technology and data policy issues is a significant plus.
• A network of relationships in the ICT policy community in the U.S. and, ideally, other global markets, including relationships with key government stakeholders for this issue portfolio.
• Ability to quickly understand, digest and communicate complex policy concepts to ITI colleagues, company representatives and policymaker audiences.
• International experience, including cultural sensitivity and a demonstrated ability to communicate effectively with non-native English speakers.  
• Experience in government affairs and public policy, including industry affairs and coalition building.
