1. Background

The Peace Track Initiative (PTI) is a women-led organization working to advance inclusive peacebuilding, women's political participation, and conflict transformation in Yemen and the wider MENA region. PTI supports women leaders, civil society actors, and peacebuilders through research, policy engagement, capacity strengthening, and the development of practical tools that enhance meaningful participation in peace and political processes.

As political transitions, peace negotiations, and governance challenges continue to shape the region, there is an increasing need for individuals and organizations to strengthen their ability to provide informed political advice, analyze complex political dynamics, and influence decision-making processes. Effective political advising requires a combination of analytical, strategic, and communication skills, as well as an understanding of local, regional, and international political contexts.

To address this need, PTI seeks to engage a consultant to develop a Political Advising Guide tailored to national contexts. The guide will serve as a practical resource for civil society leaders, women political activists, peacebuilders, and emerging political advisors seeking to strengthen their capacity to engage in political processes, develop policy positions, and provide evidence-based political advice.

The guide will also contribute to PTI's broader objective of strengthening feminist leadership and increasing the meaningful participation of women and civil society actors in peacebuilding, governance, and political decision-making processes.

2. Objectives

The consultant will be responsible for:

1. Developing a Political Advising Guide tailored to national and regional (MENA) contexts.
2. Engaging with expert speakers and incorporating regional and international perspectives

3. Scope of Work / Deliverables

The consultant is expected to:

• Conduct a needs assessment (interviews or short survey) to inform the guide and training.
• Draft a comprehensive Political Advising Guide, covering:
  • The role and ethics of political advising
  • Political power and stakeholder mapping
  • Conflict-sensitive advising approaches
  • Writing political analysis and briefs
  • Case studies from the UN, MENA, and national contexts
• Coordinate and/or moderate guest speaker sessions with:
  • UN DPPA experts
  • MENA political analysts
  • National figures (e.g., Syrian political movement, CRC, etc.)
• Prepare a final report summarizing:
  • Recommendations for future training
  • Lessons learned

4. Duration and Timeline

• Total duration: 5 weeks
• Week 1: Needs assessment + outline
• Week 2-3: Guide writing and feedback
• Week 4: Finalization of guide
• Week 5: Final report

5.Required Qualifications

The consultant should have:

• Proven experience in political analysis, political advising, or policy development
• Strong understanding of political dynamics in conflict‑affected and transitional contexts, preferably in Yemen or the MENA region
• Demonstrated experience in developing training materials, guides, or capacity‑building tools
• Knowledge of feminist approaches to peacebuilding and inclusive governance
• Experience working with civil society organizations, women’s groups, or peacebuilding actors
• Excellent writing, facilitation, and communication skills in English (Arabic is an asset)

Note: acceptance on a rolling basis.
