BACKGROUND
The Crisis Prevention and Crisis Recovery (CPCR) Programme at UNDP Lebanon leads a wide range of multi-sectoral interventions aimed at strengthening resilience, restoring basic services, and supporting local development in crisis-affected and vulnerable areas across the country.
The programme currently manages large projects, including the Lebanon Host Communities Support Project (LHSP), Local Development Project (LDP), Food Security, Palestinian Gatherings project, Peacebuilding Project, and Disaster Risk Management (DRM) Project.
These projects are implemented across multiple regions of Lebanon and encompass a broad spectrum of activities, including the rehabilitation and provision of basic services and infrastructure, livelihoods and food security support, municipal and institutional capacity development, social stability and peacebuilding interventions, and disaster risk reduction and preparedness measures. The scale and geographic spread of these initiatives generate a high volume of procurement, contracting, and partnership arrangements, involving works, goods, services, long-term agreements, and complex implementation modalities with municipalities, unions of municipalities, and line ministries.
UNDP’s support under the CPCR portfolio integrates both policy-level engagement and operational delivery. At the upstream level, UNDP provides technical advice and strategic support to national institutions for the development of policies, strategies, and frameworks related to social development, crisis response, resilience, and local development, and produces key analytical reports and assessments to inform national programming. At the downstream level, UNDP supports the design and implementation of local development and recovery initiatives in some of the most vulnerable and underserved areas of Lebanon, in close collaboration with municipalities and unions of municipalities, and in coordination with relevant ministries and national counterparts.
Scope of work, responsibilities and description of the proposed analytical work
The tasks mentioned below shall be performed in close cooperation with the CPCR Programme Officer:
EXPECTED OUTPUTS AND DELIVERABLES
Regular coordination meetings with the UNDP CPCR Programme Officer will be required. The assignment will be undertaken by a national consultant with expertise in strategic communications, stakeholder engagement, media outreach, digital content development, and visibility compliance in line with UNDP and donor guidelines. The consultant will ensure effective dissemination of project results, strengthen stakeholder awareness, and enhance public visibility of the BTR initiative. The work is office-based, and no travel is anticipated for the completion of this assignment.

The assigned duration for this consultancy is 6 months with 18 working days per month.

Education
Language: Fluency in Arabic and English is mandatory (both oral and written)
“The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel's monthly payment”.
