Job Description

Lockheed Martin Missiles and Fire Control is seeking a Program Export Coordinator (PEC) to work in the PAC-3 international program area within the Integrated Air and Missile Defense (IAMD) line of business. This can be performed virtually with some travel required to Arlington, TX, and Huntsville, AL.

What You Will Be Doing


The Program Export Coordinator will be responsible for managing the imports/exports of the PAC-3 program. Responsibilities include, but are not limited to, the following:
• Providing export and releasability guidance to PAC-3 program personnel including program managers, global supply chain personnel, quality personnel, engineers etc.
• Understand current regulation related to export and import of the PAC-3 system and associated hardware and technology
• Serve as the main interface between International Trade Compliance (ITC) and the PAC-3 Program
• Work alongside engineering to review and provide export classifications to hardware and technology
• Maintain, review, and track PAC-3’s multiple export licenses and agreements
• Provide guidance and review of international shipments
• Provide planning, strategy, and guidance on exports related to hardware and technical data
• Review presentations and responses to customer questions for export compliance
• Lead the PAC-3 Releasability Working Group (RWG) with SHIELD (as required)
• Work with and support the other IAMD PECs (to include the THAAD PEC, PAC-3 Japan PEC and PAC-3 Poland PEC) in their responsibilities as required
• Provide guidance on the releasability bounds found in EXCOM guidance and ensure all PAC-3 personnel are aware of relevant EXCOM guidance
• Shape and continually improve the PAC-3 export strategy

This person is expected to be a self-starter with the ability to take ownership of the PAC-3 imports/exports with limited direction.

Some travel may be required. Preferred locations are Arlington, TX, Orlando, FL, or Huntsville, AL, but there’s also an opportunity for this position to be fully remote if the candidate is able to travel as required.

Desired skills

• Experience interfacing with LM’s International Trade Compliance (ITC)
• Experience with IAMD products in general and experience with the PAC-3 missile system
• Experience using LM’s Material Movement System (MMS)
• Experience using LM’s International Export SharePoint (IES)
• Experience using LM’s Export/Import Compliance & License Processing System (ECLPS)
• Experience supporting offset projects
• Experience with Tri-Service Committee (TSC) review and approval process
• Experience with TDP and MDP licensing and associated legal requirements
• Experience utilizing ITAR license exemptions and EAR license exceptions
• Understanding of Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) efforts
• Understanding of Congressional Notification (CN) process
• Technical degree
• Military experience
• Experience interfacing and establishing working relationships with U.S. Government personnel and foreign customers
• Foreign customer experience
• Experience tracking hardware and data valuations on export authorizations
