The work of UN Women’s Ending Violence against Women (EVAW) Section is focused on a comprehensive approach to ending violence against women that addresses legislation and policies, prevention, services for survivors, research and data, creating safe public spaces in different settings and strengthening women’s rights movements to end violence against women. In this context UN Women together with the UN Trust Fund to End Violence against Women is implementing the ACT to end Violence against Women and Girls Programme, funded by the European Union to strengthen women’s rights movements, coalition building and advocacy to end gender-based violence against women and girls.
Under the supervision of the Policy and Programme Management Specialist, the Programme Management Specialist is responsible for supporting the management, implementation, monitoring and reporting of the ACT Programme, including in managing the human and financial resources of the team. This includes providing programme management support to the implementation of the global component of the programme, provide oversight, monitoring and technical assistance to regional component, overseeing the monitoring of progress against mutually agreed results frameworks and performance indicators, monitoring all components of the programme’s financial situation to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results. The Programme Management Specialist provides ongoing technical guidance, quality assurance, oversight and structured capacity-building inputs to programme personnel to ensure successful delivery of the ACT programme.
Scope of Work:
1. Oversee Programme Management and implementation of global and regional programme
- Assess implementation of annual work plans and provide recommendations to assure compliance with programme goals and results-based indicators;
- Analyze and confirm alignment of project budgets with logical framework matrices and work plans; direct revisions as required
- Oversee programme quality control and identification of potential challenges;
- Ensure continued alignment of regional and business unit programme implementation and workplans with the overall operations plan, and support coordination and adjustments as needed to respond to evolving programme priorities and implementation needs.
- Provide technical support to partners and regional offices on Results Based Management and monitor implementation.
- Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
- Coordination and implementation of global programme activities including the finalization of data and knowledge products, convening of advocacy events, meetings etc.
2. Build Stakeholder engagement and capacity strengthening
- Establish and nurture relationships with global and regional partners to support implementation and sustainability of the programme.
- Provide technical assistance and capacity development to project/programme partners.
- Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.Serve as programme focal point for partners and stakeholders (internal and external).
- Participate as required in ACT programme partner meetings and convenings including strategic advocacy working group sessions, regional network meetings or other ACT convenings and meetings.
- Coordinate and convene ACT Civil Society Steering Committee meetings and any ad hoc meetings of Steering Committee members.
- Coordination of meetings with the Spotlight Initiative and other relevant programme teams to ensure synergies and linkages.
- Coordinate and participate in ACT monthly meetings with regional offices and UN Trust Fund.
3. Oversee monitoring and reporting of programme
- Review and recommend programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results; and establish effective mechanisms for monitoring programme implementation, capturing and documenting promising practices and learnings.
- Oversee the monitoring of progress against mutually agreed results frameworks and performance indicators;
- Gather information and prepare reports on progress of programme implementation and prepare technical reports;
- Coordinate and convene ACT Management Committee Meetings;
- Provide technical support in the preparation of audits and follow up on the implementation of audit recommendations;
- Develop, coordinate and provide training on results-based management to staff involved in implementing the programme at HQ and Regional Offices.
- Draft internal and donor reports on monitoring, programme results, outputs and outcome.
- Provide substantive inputs to the preparation, coordination and roll out of the final evaluation of the programme.
4. Oversee and guide people and budget management
- Support the management of the ACT Global Team
- Monitor programme financial situation across regions/business units to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
- Monitor budget implementation and make budget re-alignments/ revisions, as necessary
- Ensure effective information flow, communication and coordination between offices, programmes and projects.
5. Develop sustainability plans
- Support the development and implementation of partnerships and resource mobilization strategies and identify new funding opportunities.
- Conduct research and analysis on donors, development partners, and potential areas of cooperation, including opportunities for strategic partnerships.
- Prepare and coordinate resource mobilization and donor engagement materials, including project summaries, briefing notes, donor profiles, presentations, speeches, and conference papers.
- Produce periodic updates, briefs, and communication materials on programme progress, results, and impact to support donor outreach and resource mobilization efforts.
- Support engagement and coordination with donors, partners, and relevant stakeholders.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities: No direct supervision of personnel. The incumbent may provide ongoing substantive guidance and quality assurance oversight to personnel, including reviewing work products, monitoring task completion, and ensuring compliance with policies and procedures.
