The Principal Programs Officer is assigned to the Türkiye Resident Mission (TURM) within the Central and West Asia Department (CWRD), based in Ankara, Türkiye. Reporting to the Country Director, TURM and/or designated Technical International Staff, and supervising junior team members, the incumbent will contribute to preparation and review of the country partnership strategy; provide strategic leadership in planning and executing country programming and portfolio monitoring missions, including oversight of background reports and aide-memoires; support the country management team and act as CMT Secretariat; participate in discussions with sovereign and non-sovereign clients on the program pipeline; prepare reports on grant and technical assistance processing; contribute to knowledge-sharing activities and sector thematic studies; support introduction of new financing modalities; and support relationship management with national and development partners.
Master's degree in engineering, economics, finance, public administration or related field (or Bachelor's with at least 5 years specialized experience); at least 10 years' work experience in country programming, portfolio monitoring, knowledge management, and government/development partner coordination, with at least 6 years' supervisory experience; preferably experience in international agencies; sound technical knowledge of administrative, political, and development issues specific to Türkiye in climate, private sector, and regional cooperation; proficiency in English and Turkish.
