Policy Officer (Data Analysis and Capabilities)

Position description

The position of Policy Officer (Data Analysis and Capabilities) contract agent FGIV as per Article 3b of the Conditions of Employment of Other Servants of the European Union (hereafter, the “CEOS”).

The Policy Officer will work in the Data Knowledge and Analysis team of the Information Integrity and Countering Foreign Information Manipulation and Interference Division, and in close cooperation with the regional Stratcom Task Forces (covering the Eastern Partnership, the Western Balkans, the Middle-East and North Africa and Sub-Saharan Africa) as well as the teams covering FIMI threat actors, support to CSDP missions and operations and policy, strategy and partnerships. The officer is expected to assume a leading role in the design and implementation of technical developments to support data-driven analysis and responses to counter FIMI, contributing to the enhancement of the team’s analytical capabilities and the optimisation of research and development resources.

WE LOOK FOR

A highly motivated and qualified policy officer (with a focus on data analysis and capabilities).

The Contract Agent will:

• Support the design, implementation, communication and capacity-building of data-driven solutions to enhance the speed of detection, analysis production, information sharing and response activation in relation to FIMI threats;
• Optimise and oversee analysis production and the activation of response workflows and protocols;
• Lead the implementation of AI-based solutions to support a range of team tasks;
• Manage the Situational Awareness Hub toolkit for FIMI detection and analysis, including tools for data analytics, FIMI threats investigations and information sharing;
• Support the Division in the implementation of a more data-driven approach in terms of its efforts to counter FIMI, including the creation of data-driven analytical resources, visualisations and technical responses;
• Oversee projects with external contractors and partners.

Eligibility criteria

In addition to the conditions set out in Article 82 of the CEOS and in the Commission Decision C(2017) 6760 final, which is applicable to the EEAS by virtue of the Decision ADMIN(2018) 4 of the High Representative, candidates must:

• have passed a valid EPSO CAST in FG IV, or be registered in the EPSO Permanent CAST for FG IV (https://eu-careers.europa.eu/en/contract-staff-selection-procedures-always-open-registration). In the latter case, while the registration will make the candidate eligible for the selection procedure, the recruitment of a candidate on this vacant post will be subject to his/her successfully passing the CAST exam;
• have completed university studies of at least three years attested by a diploma;
• have the capacity to work in the languages of the CFSP and external relations (English and with preference French) necessary for the performance of their duties;
• be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

Qualifications

Candidates should:

• be fluent in English (both orally and in writing);
• have in-depth knowledge of the EEAS methodology for identifying and analysing FIMI;
• have knowledge and understanding of analytical frameworks and models to analyse and counter information influence operations and hybrid threats, including data-sharing standards, such as STIX;
• have proven experience in assessing information environment, cyber and hybrid threats and FIMI threats, to characterise threat actors’ capabilities and TTPs;
• have skills in designing and managing the implementation of innovative technical projects;
• have ability to develop technical responses to FIMI threats, including operational countermeasures and disruption activities;
• have knowledge of the latest tools, analytical methodologies, and AI-based solutions for detecting, analysing, investigating, and reporting FIMI;
• have knowledge and understanding of latest research on FIMI and disinformation threats;
• be a hands-on professional with good communication skills, able to quickly grasp complex issues, identify problems, and provide flexible, accurate solutions in a dynamic environment;
• have a solid understanding of the EU’s strategic objectives in its external action, and demonstrate political awareness, ensuring that technical work translates into actionable, understandable, policy-relevant outputs rather than purely academic analysis;
• have a good knowledge of EU institutions and decision-making processes, the EU’s external action and relevant policies, as well as the counter-FIMI community;

Furthermore:

• experience of working in a team in multi-disciplinary and multi-cultural environment;
• relevant experience in crisis management and collective planning processes;

would be considered as assets.
