About the Role:
The All Source Intelligence Analyst will support the Foreign Risk Evaluation (FRE) Program within the Office of the Deputy Under Secretary of the Navy for Intelligence and Security. The successful candidate will conduct intelligence and counterintelligence research and analysis supporting due diligence reviews of Small Business Innovation Research (SBIR), Small Business Technology Transfer (STTR), and Fundamental Research (FR) proposals and related entities.
Responsibilities:
- Support comprehensive due diligence reviews of SBIR/STTR proposals, Fundamental Research applications, and associated entities.
- Conduct all-source and open-source research to identify foreign risk indicators, patterns, concerns, and potential threats.
- Produce analytic reports and briefings on foreign entities, intelligence threats, technology transfer, and intellectual property risks.
- Identify and assess foreign ownership, control, or influence (FOCI), foreign funding, investments, investors, and corporate relationships.
- Assess U.S. and international patents, corporate hierarchies, parent/subsidiary relationships, funding sources, and relevant personnel relationships.
- Identify access and threat vectors used by foreign intelligence entities or other adversaries targeting Department of Defense technologies.
- Maintain analytic databases, trackers, link charts, timelines, order-of-battle products, and other knowledge-management tools.
- Apply structured analytic techniques to test assumptions, assess alternatives, reduce bias, and communicate uncertainty.
- Collaborate with intelligence, counterintelligence, law enforcement, operational, and Government stakeholders and provide executive-level analytical briefings.
Qualifications:
- Bachelor’s degree with 9+ years of relevant experience, or Master’s degree with 5+ years of professional experience in intelligence or counterintelligence. Additional experience may substitute for a degree.
- Active TS/SCI clearance is required.
- U.S. citizenship is required.
- Experience in one or more of the following: All-Source Intelligence Analysis, Counterintelligence Analysis, Fundamental Research, Industrial Security, due diligence reviews, Supply Chain Risk Management (SCRM), research/technology grants and proposals, or SBIR/STTR programs.
- Experience conducting open-source research and analysis to assess threats posed by entities with identified risks.
- Knowledge and understanding of Intelligence Oversight rules and regulations.
- Current and historical knowledge of threats posed by traditional and non-traditional intelligence collection activities.
- Demonstrated ability to produce timely, accurate, and effective analytic products and results.
- Excellent written, oral presentation, and briefing skills.
- Ability to work independently and collaborate with personnel across multiple organizations and geographically dispersed teams.
Preferred Qualifications:
- Knowledge of Intelligence Community Directive (ICD) 203.
- Knowledge of Intelligence Community Directive (ICD) 206.
- Knowledge of Joint Publication (JP) 2-0.
- Knowledge of DoDD 5240.10 and DoDD 5240.02.
- Knowledge of DoDI 5000.86, 5240.04, 5240.18, 5240.19, and 5240.24.
