Program Analyst, Mid

Key Role:

Provide Service-level pseudo-foreign military sales (FMS) case program management, process, and policy analysis to coordinate, manage, and oversee all aspects of Air Force Global Train-and-Equip (GTE) programs for the Deputy Under Secretary of the Air Force, International Affairs. Provide the Air Force with comprehensive subject matter expertise regarding security cooperation authorities and policies. Conduct politically sensitive, thorough, and time-constrained coordination across multiple Air Force and Joint stakeholders as part of the program management process. Manage a complete pseudo-foreign military sales lifecycle. Collect and analyze Combatant Command (CCMD) program requirements to provide recommendations for program proposal improvements. Organize, coordinate, and facilitate working groups and teleconferences to coordinate with Joint and interagency stakeholders across dispersed locations and time zones. Collaborate with the Joint and interagency communities as the singular client point of contact to ensure client equities are represented. This position is located on client site at the Pentagon and is not available for remote delivery.

Basic Qualifications:

-5+ years of experience with demonstrated effectiveness and success in Foreign Military Sales (FMS) case development and implementation, security cooperation, security assistance, and building partner capacity

-Experience in project or program management, including identifying milestones, developing timelines, prioritizing efforts and facilitating tasking, coordinating with stakeholders, communicating expectations, and balancing multiple concurrent tasks

-Experience in working directly with and for military and DoD clients, including briefing General Officers, Flag Officers, or Senior Executive Service members

-Experience with the Microsoft Office Suite and developing and delivering briefs and presentations to individuals and larger audiences

-Knowledge of USAF roles and missions and security cooperation, international affairs, security assistance, and foreign military sales, including the processes, legislation, and players

-Knowledge of the SAF or IA’s role within and relationship towards the security cooperation community

-Knowledge of pseudo-FMS legislation

-Ability to perform CONUS and OCONUS travel up to 25% of the time

-TS/SCI clearance required

-BA or BS degree

Additional Qualifications:

-Experience in a security cooperation role

-Experience in a DoD Program Office acquisition role

-Experience with Headquarters Air Force and Air Staff coordination processes, including TMT

-Experience with coordinating with OSD policy and CCMDs
-Experience with foreign disclosure and technology transfer
-Experience with FMS or BPC policy

-Experience with planning, organizing, leading, and facilitating meetings, working groups, and teleconferences and developing and implementing all resultant follow-up action items

-Knowledge of security cooperation and security assistance programs, including Foreign Military Financing, Foreign Military Sales, Building Partner Capacity, Section 1206, Section 2282, Section 333, Counterterrorism Partnership Fund, or Maritime Security Initiative

-Possession of excellent oral and written communication skills

-BA or BS degree in an International Affairs curriculum preferred
