Position description


Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-APF-W6TMAA US ARMY NAT GROUND INTL C.

THIS IS A DEVELOPMENTAL POSITION, HIRING AT THE GG-09 LEVEL ONLY, WITH A FULL PERFORMANCE LEVEL (FPL) OF GG-11. Employee may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2) Recommendation for promotion by supervisor. Consequently, promotion(s) are not guaranteed.

Incumbent provides support to intelligence operations through the development, operation, and application of data science, data management, and IT disciplines to integrate, process, and analyze data to facilitate the production and dissemination of Scientific and Technical (S&T) intelligence and General Military intelligence (GMI) relating to foreign ground forces and systems. Focus of work is to contribute to data-driven all-source analysis and decision making and implement innovative methodologies which enhance production and dissemination activities. Work involves ensuring data is available in actionable, standard, and usable forms through the application of analytic principles and use of statistical programming languages, scripts, and other software tools and applications to provide direct technical mission support.

Travel Required

Occasional travel - You may be expected to travel for this position.


Conditions of Employment

  • Permanent Change of Station (PCS) will not be authorized.

  • Two year trial/probationary period may be required.
  • Direct Deposit of Pay is Required.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain a TS/SCI/SBI security clearance.
  • Temporary Duty (TDY) may be required up to 25% of the time.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.



In order to qualify, you must meet the education and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. I have one year of specialized experience equivalent to the GG/GS-07 grade level in the Federal service which includes specialized experience is defined as experience in performing a variety of duties to support an intelligence inventory management of ground force weapon systems. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

I have successfully completed a Closely Related (CR)* Master's Degree; OR a Non-Closely Related Master's Degree including 15 specialized semester hours or 22 specialized quarter hours; OR a Law Degree (LLB or JD) including 15 specialized semester hours or 22 specialized quarter hours. *Closely Related Degrees: Cartography, Demography, Economics, Foreign Affairs, Foreign Area Studies, Geography, History, International Law, International Relations, Law, Military Science, Psychology, Physical/Chemical Science, Political Science, Social or Cultural Anthropology, Sociology. I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
