Security Cooperation Analyst

Key Role:

Provide support to Headquarters Marine Corps, Plans, Policies, and Operations (HQMC PP&O) security cooperation activities and programs, including security force assistance and security assistance. Analyze Marine Corps security cooperation policy and implement the Marine Corps assessment, monitoring, and evaluation (AM&E) program. Support the development and execution of an assessment and monitoring program for the USMC SC Strategy that informs SC management decisions based on identified return on engagement. Analyze Marine Corps policy, including the writing, staffing, and coordination of Marine Corps Orders and MARADMINs and follow–on implementation. Serve as the organizational data manager for the Global Theater Security Cooperation Management Information System (G–TSCMIS), including analyzing policy, coordinating stakeholder outreach, submitting developer requirements, monitoring security cooperation activities as part of the USMC AM&E program, and developing high–level data reports for senior leaders. Organize and facilitate meetings, conference calls, and working groups, including generating after action reports and tracking implementation of agreed–to items. Develop client–ready deliverables for a wide variety of audiences across the DoD and within the USMC, including deliverables suitable for GO, FO, and SES audiences.


-3+ years of experience in working with DoD security cooperation or security assistance programs

-3+ years of experience with assessment, monitoring, and evaluation

-2+ years of experience with demonstrated effectiveness in policy writing

-1+ years of experience with data analysis and strategic visualization products for senior leaders

-Knowledge of formal USMC and DoD staffing and coordination processes

-Active Secret clearance 
-BA or BS degree in International Relations, International Affairs, or Foreign Policy

Additional Qualifications:

-Experience with the G–TSCMIS

-Experience at the component or headquarters level of a military command

-Experience as a security cooperation planner or activity manager

-Experience with MCO 5710.6C, DoDD 5132.03, and DoDI 5132.14

-Experience with AM&E at the Department of State, USAID, think tank, non–governmental organization (NGO), or non–profit organization

-Ability be a self–starter, manage competing priorities in a fast–paced environment, organize and analyze large amounts of complex data quickly, and self–prioritize tasks

-Possession of excellent interpersonal skills

-Possession of excellent oral and written communication skills

-MA or MS degree International Relations, International Affairs, or Foreign Policy

-Defense Institute for Security Cooperation Studies (DISCS) tTaining
