The incumbent serves as a Supervisory Executive Producer (TV) in the Voice of America News Center Division and is responsible for the production, execution and overall day to day operations and presentation of English TV programs/newscasts and products. Additionally, he/she is responsible for providing creative direction, exercising responsibility for the production values and aesthetic qualities of English TV programs/newscasts, including the artistic and creative aspects.

As Executive Producer (TV), the incumbent directs a staff of employees, including producers, video editors and graphic artists to put together TV program/newscast. The work involves planning, developing and producing English television programming.

Conceptualizes and designs complex television programs/newscasts and products with an innovative and creative approach, in various formats, such as live and pre-recorded, documentaries, specials on breaking news stories, and remote television programs. 

Together with the News Center's Director, plays a significant role in the editorial direction, exercising editorial judgment in selecting and approving subject matter for the TV programs/newscasts.

Exercises sound editorial judgment in producing polished, air-worthy productions. Critiques the news production and delivery of same from correspondents/stringers. Coordinates daily programming with other VOA TV newsgathering units and other TV Executive Producers to facilitate news coverage for the program/newscast and ensures the quality meets contemporary media standards. Manages a network of freelance producers and serves as a Contracting Office Representative (COR), managing individual task orders and related services; evaluating, and analyzing contract proposals, bids, and other source selection materials; tracking progress and quality of performance; and/or decides on the acceptability, rejection, or correction of work products or services, and similar matters, which may affect payment to the contractor.

Ensures that funds provided for the staff and coverage in the area of responsibility are used prudently and that records to that end are in order as detailed in government regulations. Works closely with the News Center's Director in all budgetary manners. Acquires and implements new technology into VOA's program/newscast workflow. Works with the Director of the News Center to conceive, develop and implement major program/newscast projects and new approaches to reporting and news programming. Plans and formulates short-term and long-term TV programs with the News Center editorial and production staff to assure that TV program formats and individual segments exemplify the highest professional broadcast standards, are designed to attract the maximum interest of viewers in an internationally competitive broadcast environment and conforms to the provisions of the VOA Charter and journalistic code.

Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-13), which is directly related to this line of work.

Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position.

Examples of specialized experience are:

  • Knowledge of commercial television broadcasting techniques, including the ability to manage projects and teams in a major multimedia news gathering organization and producing and directing tailored programming for international audiences.
  • Experience producing and supervising live and taped television broadcasts including all aspects of pre-production; and experience in government and the private sector in the development of television programs.
  • Expert knowledge of all phases of television and video production, programming, broadcasting and editing from inception to completion, and skill in modifying or adapting standard practices and procedures to fit the needs of Agency.
  • Experience in efficient utilization of financial resources, including managing budgets.
