The Practice Area Director, Livelihoods and Economic Recovery (LER) position requires significant knowledge of international development, especially economic growth programs implemented in countries embroiled in or emerging from crisis or conflict, or those that are rebounding from economic shocks and moving towards longer-term economic recovery. This recovery will be achieved by facilitating the development of inclusive market systems that engage and benefit a range of actors, especially marginalized groups of the population, such as the poor, women, youth, the disabled, minorities, refugees, and IDPs, among others. The LER Practice Area’s goal is to position Creative to: a) align itself with the new direction of Feed the Future programing in countries facing severe economic distress due to conflict or humanitarian crises ; b) assist countries to avoid further destabilization or enable recovery of countries emerging from conflict and economic shocks; c) support agriculture & livelihoods, enterprise development, entrepreneurship and inclusive market system activities by focusing on basic economic growth interventions, including cross-border trade to increase household incomes and employment.
The LER Practice Area directly supports the Economic Growth Division (EGD) to instill best practices in economic growth and private sector engagement projects. The Practice Area Director will have a key role in external relations for EGD, developing strategies for new business and funding, managing proposals, and assisting with the implementation of projects and activities.
Reporting & Supervision:
The LER Practice Area Director is within the Economic Growth Division, Livelihoods & Economic Recovery Practice Area, reporting to the Vice President for Economic Growth. This Director interacts with all Divisions, and collaborates with other Practice Areas. The incumbent may supervise both Practice Area project staff, and Division technical staff.
The Practice Area Director (LER) will:
- Lead development of market entry strategies, technical tool development, and sound application of relevant approaches, such as inclusive market systems approach, in LER proposals;
- Actively lead, with the EGD Business Development Director, a strong and effective proposal preparation and design process; manage early capture and preparatory efforts; analyze the marketplace; identify new business targets, and contribute to capture preparation--teaming, strategic recruitment, etc.;
- Analyze the competitive field and assist with developing alliances and strategic partnerships;
- Lead large proposals for the Practice Area, especially in areas such as agriculture targeting Feed the Future funding when it is a significant part of holistic programing, and manage staff who will be leading smaller proposal efforts under his/her direction;
- Participate in or lead the organization of periodic technical workshops or think-tank panels in topics related to LER/EGD;
- Promote Creative and EGD by attending external events, networking with clients and counterparts, articulating a solid understanding of EGD’s past and present portfolio, and effectively representing the company's Mission, Vision, and Values;
- Lead engagements aimed at building relationships with global and regional partners;
- Participate in or lead Indefinite Quantity Contract management and task order management;
- Lead strategies for USAID and US Government clients, and European donors, private firms, or foundations;
- Participate in divisional management, planning and strategic decision-making; and
- Oversee implementation of LER programs, ensuring high quality management, compliance, innovation, expenditure control, and technical and operational excellence.
Required Skills & Qualifications:
- Master's degree in business administration, agriculture, economics, international development or a closely related field;
- A minimum of 12 years of experience in international development programming, preferably with five (5) or more in general business, agriculture, trade and investment, or other areas of economic growth;
- Experience managing a range of proposals for implementation in countries in pre- and post-crisis scenarios, such as agriculture, economic stabilization, enterprise development, and alternative livelihoods;
- Significant prior experience implementing donor programs;
- Demonstrated experience developing winning proposals for USAID and U.S. Government agencies, donors and agency market, including targeting Feed the Future funding;
- Proven experience leading or authoring winning proposals;
- Excellent written and verbal communications skills;
- Strong leadership skills;
- Strong analytical and conceptual skills; and
- Strong representational skills.
Desired Skills and Qualifications:
- Prior development experience in the field, especially in areas related to economic growth, agriculture, crisis communities, and/or economies at risk;
- Experience in presenting before technical audiences;
- Experience in performance management planning, managing, reporting for results, and contracts management; and
- French, Arabic, or Spanish language skills desired.
