Salary:                     $85,008 annually

Position Description
The last few years have been a period of rapid growth for Partners’ Sub-Saharan Africa Team. The team’s strategic priorities are security reform, access to justice, women peace and security, natural resource management, and civil society strengthening, anti-corruption, and organizational development with current programming in Senegal, Guinea, Nigeria and Burkina Faso. The team is also exploring expansion into other sub-regions and seeking to scale existing programs both in Anglophone and Francophone West Africa.

The Senior Program Manager will work with their regional team members and partners to provide high quality deliverables and identify innovative solutions to contribute to portfolio growth and monitor ongoing impacts. They will provide project management support from DC, nurture positive relationships with donors, and conduct field assignments as needed, and be part of a dynamic team of professionals who are passionate about their work and must work effectively in highly collaborative environments. PartnersGlobal has a strong portfolio of projects not only across the Africa region but also in Middle East/North Africa, Europe, and Latin America. We have a committed staff of 23, a friendly and supportive office culture, combined with a passionate belief in our work and the potential to expand.The SPM can contribute in one the priority thematic areas: Women-Peace-and Security, Accountable Government (anti-corruption, natural resources conflicts) by providing backstopping support, contribute to desk review, and drafting of strategies. This position is contingent upon funding.


Program Management

  • Provide strategic programmatic support for current programming within the SSA portfolio, including liaising between the team in D.C., Partners’regional affiliates, and local partners, on program development and design, supporting the organizational development of affiliate centers and field offices, offering creative solutions to political and technical challenges, providing administrative and compliance oversight, and facilitating connections with like-minded organizations throughout the region;
  • Work under the supervision of the Senior Director to ensure effective implementation of programming and performance objectives are met within timeline and budget; and collaborate on business development and strategic growth for the francophone portfolio.
  • Guide the day-to-day work of the Senior Program Associate and the Program Manager of the SSA francophone portfolio.
  • Support effective relationships and coordination with local implementing organizations, project partners, and donors; conducting periodic project/partner check-ins and apply effective problem-solving skills when faced with challenges related to implementation and/or contextual factors;
  • Draft project-related documents, including quarterly and final reports for donors, project workplans, and communications plans;
  • Negotiate, manage, and monitor sub-grants and contracts with international and national partners;
  • Organize logistics and travel for in-field visits, with international travel up to 30%;
  • Support and contribute toward project or program evaluation reports; and
  • Fulfill other program management duties as assigned.

Financial Management

  • Ensure compliance of all fiscal and performance activities with PartnersGlobal policies and procedures and funder regulations; and
  • Work closely with internal finance team to monitor project budgets, including analyzing projections versus actuals, forecasting and recasting, and preparing modifications (e.g., realignments, cost and no-cost extensions), producing invoices, reviewing monthly financial reports, preparing advance requests, wire requests, travel authorizations and expense reports.

Business Development

  • Take an entrepreneurial role in developing and marketing new programs and initiatives in SSA programming through project design and proposal writing, as well as crafting monitoring and evaluation plans;
  • Provide support to business development processes, including drafting concept notes, writing sections of proposal narratives, supporting the development of budgets, and generating any supplementary materials, such as monitoring and evaluation plans and logic frameworks;
  • Interface with donors, partner organizations, and other stakeholders as part of continual outreach and positioning of PartnersGlobal; and
  • Identify and suggest solutions to implementation obstacles or donor concerns.



  • 5+ years of related experience working on PartnersGlobal thematic program areas such as conflict resolution, civil society strengthening, accountable governance, capacity building, democratic support, women-peace-and security;
  • Prior professional experience supporting and managing international development projects (project design, start-up, implementation, and close-out) with nonprofit organizations at an international level preferred; including USAID and USG grants/ projects; and
  • Professional background in Francophone Africa region strongly desired.


  • Excellent oral and writing skills with ability to express complex ideas clearly;
  • Ability to analyze, organize, problem-solve, manage, and prioritize work;
  • High level of interpersonal skills and cultural sensitivity to effectively interact with U.S. and foreign national staff and civil society, government and the private sector actors;
  • Experience in supporting new business development, such as narrative or budget development, reporting, and/or monitoring and evaluation;
  • Experience with and ability to fulfill short-term field assignments;
  • Demonstrated knowledge and competency in one or more of Partners’ program areas (e.g. peacebuilding, organizational development, conflict resolution, civil society, etc.); and
  • Proven team player with the skills and ability to form positive relations with colleagues.


  • Master’s Degree in International Relations, Regional Studies, Conflict Resolution, or related subjects pertaining to international development and peacebuilding; and
  • Full professional fluency in English and French (Portuguese considered a plus).


  • Legal status to work in the U.S. is required; and
  • Global travel and scheduling flexibility required.
