Position description

The overall objective of this assignment is to increase the effectiveness of EU cooperation in the field of education.


The purpose of the assignment is to provide advisory services to DEVCO B4 unit, EU delegations and other relevant stakeholders working on education programmes:


Purpose 1to contribute to the identification, formulation, monitoring and evaluation of EU cooperation projects and programmes in the field of education in EU partner countries through technical support and ad hoc advice (desk work and field missions)


Purpose 2Contribute to policy design, most notably in relation to: i) the analysis of key challenges and trends in education, and ii) EU position on key education related fora and global initiatives.


Purpose 3Support capacity building for HQ and EUD staff in the different domains of education system strengthening through several activities, such as the annual thematic seminar, webinars, ad hoc trainings.


Purpose 4: Enhance the communication, visibility, knowledge sharing and accountability framework of the EU support to education in development, through a wide set of complementary activities in-house and externally, such as for instance infopoint sessions, presence on social media, capacity 4 development, factsheets and publications.


Geographical area to be covered: The main focus of the services will be on DEVCO headquarters and on countries that have adopted education as priority sector for EU development cooperation.


The Education Programme & Policy officer will work on a full time basis and will be based in Brussels. The expert will be closely associated to the work of the DEVCO education team in policy, programme, communication and knowledge management related tasks under the supervision of the Team Leader. He/she will be expected to act as a resource person to support the team for various types of requests requiring rapid reaction and good research, analytical and communication skills. In addition, he/she will support the EAS contract management, playing a facilitating role between the team of consultants and B4 education team.


Qualifications and skills 

University degree in a relevant field such as social sciences, international relations, economics, communication, journalism or equivalent discipline. Master degree or relevant equivalent discipline will be considered as an asset.

General professional experience 

At least 3 years of proven experience in programme management, policy analysis, communication, knowledge management or similar activities.


Specific professional experience 

  • At least 3 years of experience using management and communication tools and applications such as Excel, databases, web design, Adobe Photoshop, PowerPoint, interactive applications, etc.
  • Demonstrated experience in development cooperation and specifically education related will be considered as an asset.
  • Proven knowledge of the European Commission and its development policies will be considered as an asset.
  • Previous experience working with Services of the European Commission or similar assignments will be considered as an asset.
  • The expert must have excellent English language skills (writing, oral, communication, presentation). Additional language skills in French, Spanish or Portuguese will be considered as an asset.
