Position description

The International Center for Research on Women (ICRW) has been the premier applied research institute focused on women and girls for the last four decades. All research we undertake serves to advance ICRW's mission of improving the status of women and girls, promoting gender equality, and eradicating poverty. ICRW's focal areas of research include gender-based violence, healthy transitions to adulthood, economic empowerment, HIV/AIDS, and sexual and reproductive health and rights. Headquartered in Washington, D.C., ICRW also operates regional offices in Asia and Africa. 

ICRW seeks a consultant to fulfill necessary “surge capacity” support to the forthcoming Generation Equality Forum marking the 25th anniversary of the Beijing Declaration and Platform for Action. This support will specifically target the associated development and advancement of Action Coalitions through which various policy commitments will be incubated and launched at the upcoming Generation Equality Forum events in Mexico City (May 7-8) and Paris (July 7-10). 

Much is still unknown about the shape and structure of the Action Coalitions, but they have a near 100% overlap with the International Center for Research on Women's areas of expertise: Gender-Based Violence, Sexual and Reproductive Health and Rights, Economic Justice, Technology and Innovation, Feminist Leadership and Movement-Building and Climate Change. ICRW is well-positioned to support the scoping, identification, incubation, development and implementation of policy commitments on these issues. Following recent, successful work to bring global feminists from inside and outside of government together to develop a global framework and advance commitments under the banner of feminist foreign policy, ICRW will follow a similar model of policy analysis, stakeholder mapping and engagement and retreat-based workshopping of potential commitments that can be announced as part of the Generation Equality Forum events in summer of 2020. The consultant will have primary responsibility for developing these inputs, in close consultation and collaboration with ICRW's director of advocacy. 

This is a grant dependent, 6-month (February 2020-July 2020) consultancy with possibility for renewal. The Senior Global Policy Consultant will contribute to the implementation of evidence-based global advocacy projects in ICRW's Policy and Advocacy portfolio, with a focus on the upcoming Beijing+25 process and associated Generation Equality Forum events. The consultancy requires coordination with multiple and diverse stakeholders from across the world. The successful candidate will have a background in gender and international development, knowledge of UN processes and the global women's human rights standards and experience conducting or leading coalition advocacy, as well as excellent written and verbal communication skills. 

PRINCIPAL RESPONSIBILITIES AND TASKS:

  • Work with the Director, Policy and Advocacy and other relevant staff in implementing ICRW's advocacy strategy at the global and regional levels including:
  • Coordinate ICRW's engagement in the Beijing +25 process, including engagement in key UN processes at Headquarters (e.g. Commission on the Status of Women, Financing for Development Forum, High-Level Political Forum on Sustainable Development, UN General Assembly). This will include event planning and execution, writing reports, and designing and analyzing global and country data.
  • Monitor relevant policy developments on B+25, the Generation Equality Forum and feminist foreign policies globally.
  • As needed, participate in relevant global advocacy groups and coalitions (e.g. Women's Major Group, Women's Rights Caucus, Civil Society Financing for Development Group) online and in-person.
  • Work to scope and develop recommendations for Action Coalition commitments as well as ICRW engagement and outreach in the Generation Equality Forum events alongside director and relevant partners (UN Women, Mexico, France, Bill and Melinda Gates Foundation, etc).
  • Prepare fact sheets, policy briefs, reports, and sign-on letters on global policy issues as related to gender equality and sustainable development.
  • Work with ICRW's communications team to prepare blogs, newsletters, articles, and social media tools in line with advocacy priorities.
  • Support the planning and hosting of relevant events and strategy meetings at key international/regional convenings related to feminist foreign policies and leading up to Beijing +25 events and commitments.
  • As needed, contribute to business development efforts, including proposal writing and monitoring progress towards submission deadlines.
  • Undertake other tasks as assigned by the portfolio director, based on team and institutional priorities.
  • May be expected to travel occasionally on an as-needed basis.

Qualifications

Education:
Minimum of a bachelor's degree in international affairs, development studies, economics, or other social science. Master's degree preferred. 

Experience:
Five years of directly-relevant work experience with master's degree or seven years of directly-relevant work experience with bachelor's degree. Demonstrated knowledge of policy-making processes globally and within the United Nations, and one to three years of work experience on initiatives to influence those processes. A background in sustainable development, particularly related to gender equality a plus. Experience with project and project budget management strongly preferred. 

Skills:

  • Proficiency in the MS Office Suite (Word, Excel, PowerPoint, Outlook)
  • Strong written and oral communication skills, as well as excellent writing, editing and proofreading skills required.
  • Must possess strong skills in report writing and editing, visual presentation of research findings, and strategic planning.
  • Must be detail oriented, flexible and able to take initiative.
  • Ability to work both independently and in close coordination with and across teams.
  • Good interpersonal skills and ability to work collaboratively required.
  • Demonstrated ability to prioritize and complete multiple tasks.
  • Fluency or good reading comprehension in a foreign language a plus.
