The Senior Advocate/Advocate for the Horn and Great Lakes of Africa is a core member of the program team at Refugees International. The Senior Advocate/Advocate will also carry out field missions which focus on the specific humanitarian and protection needs in the region. The Senior Advocate/Advocate will document findings in concise reports and advocate for policy change designed to meet the needs of those in crisis. The Senior Advocate/Advocate will maintain relationships with key networks and advocacy targets relevant to crises in the Horn and Great Lakes regions of Africa.
Applicants with 6 or more years of overall professional experience will be considered at the Senior Advocate level. Applicants with 3-6 years of of overall professional experience but who have strong field experience and/or subject matter expertise will be considered for the position at the Advocate level.
Principal Duties and Responsibilities
Prepare strategic plan for Refugees International’s engagement in the Horn and Great Lakes regions of Africa in close coordination with the Vice President for Programs and Policy.
Conduct three to four field missions a year to assess the impact of conflict and displacement on humanitarian needs in the Horn and Great Lakes regions and to analyze gaps in the international response to their needs for assistance and protection.
Write field reports and issue briefs that analyze humanitarian crises and challenges in the Horn and Great Lakes regions and make recommendations to meet these challenges.
Devise and carry out an advocacy strategies designed to further the implementation of recommendations put forward in the field reporting, as well as the objectives set in the Refugees International strategic plan for the region.
Hold frequent meetings with U.S. government officials, UN personnel, and other stakeholders to advance the overall advocacy agenda of the organization and to carry out a plan.
Write external publications, content for the Refugees International’s website, and draft statements for Congressional hearings.
Develop media contacts and conduct interviews to advance the advocacy agenda of the organization.
Represent the agency at coordination meetings organized by NGOs, the U.S. government, the UN, think tanks, and other relevant institutions.
Collaborate with fellow advocates and other RI staff to advance agency thinking on key issues and to support achievement of the agency’s mission.
Perform other desk-based research as necessary, when not on mission.
Perform other reasonably related duties as assigned.
Senior Advocate: Master’s degree in international humanitarian affairs, political science, human rights, or African studies; six years of highly relevant experience in Sub-Saharan Africa, including the Horn and Great Lakes regions, including some combination of overseas work, preferably with refugees/internally displaced persons or in crisis situations; experience working for US based NGOs and/or direct experience with US advocacy and US policy highly desirable.
Advocate: Applicants with less than six years of overall professional experience but who have strong field experience, subject matter expertise and a Bachelor’s Degree may be considered for the position at the Advocate level.
Special Knowledge/Skills Requirements:
Familiarity with the key agencies of the international humanitarian system, including the OCHA cluster system and funding mechanisms; good communication skills, especially clear writing and public speaking; familiarity with digital photography and digital videography very useful; fluency in English and proficiency in French a prerequisite; ability to work well with others in small teams required; willingness to travel to potentially risky and isolated places with limited external support; hostile environment training preferred; flexibility and sense of humor.
Senior Advocate: $80,000-$90,000, depending on background and experience.
Advocate: $55,000 - $62,000, depending on background and experience.
