Position description

DUTIES AND RESPONSIBILITIES

Under the supervision of the Director, Member Services and Development Department (D/MS), the Head, Regional Office is responsible for the planning, management, control and operation of the Regional Office for Asia and the South-West Pacific including the development and implementation of cooperation activities with key international and regional partners, ensuring that the Office carries out its work as an integral part of the Secretariat and in collaboration with the departments/offices and other regional offices of the Organization. In particular, the incumbent will perform the following duties:

  • Keep abreast of pertinent activities in climate change (policy, mitigation, adaptation) meteorology, operational hydrology as well as latest developments of relevance to Members of WMO Regions II (Asia) and V (South-West Pacific) and to provide, facilitate and coordinate advice and assistance to Members of the two Regions, particularly their National Meteorological and Hydrological Services (NMHSs);
  • Facilitate and coordinate the work as well as make arrangements for sessions of Regional Associations II (Asia) and V (South-West Pacific) as the regional high-level collaborative forum. Support the Regional Association's subsidiary bodies, and other technical implementation activities and events in these Regions; to render assistance and provide advice to the presidents of RAs II and V in the execution of their duties;
  • Engage regional and international organizations, including regional and intergovernmental institutions, development partners and funding agencies in the Regions to organize high-level thematic events, mobilize resources and advocate at regional and national levels the mandate and role of WMO and importance and value of weather and climate services to the regional and national socioeconomic development;
  • Collaborate with regional partners, including the regional offices of the United Nations agencies, the United Nations Economic and Social Commissions and other intergovernmental organizations, economic groupings, regional and sub-regional bodies and ensure coordination, as appropriate, between relevant activities of these organizations and those of WMO, including the development and implementation of regional and sub-regional programmes in meteorology, hydrology and related disciplines;
  • Promote the development of national and regional initiatives for enhanced capacities of Members, particularly their NMHSs with a special focus on LDCs and SIDS, through managing the programmes and projects in the Regions, as well as provide timely and appropriate assistance and advice in the identification, development, implementation and evaluation of regional programmes and projects, including on technical cooperation activities and emergency response and assistance for disaster-affected Members;
  • Promote interregional coordination between Regional Associations II (Asia) and V (South-West Pacific), and, through the WMO Office for West Asia, among Regional Associations I (Africa), II (Asia) and VI (Europe);
  • Be fully informed of the relevant activities and developments in the Regions, report to the Executive Management as appropriate and draw the attention of the Secretary-General to matters requiring his personal attention;
  • Manage, control and execute the budget of and direct, organize and manage the work and activities of the Regional Office for Asia and the South-West Pacific; and coordinate and supervise the work and the activities of the WMO Offices for West Asia and for the South-West Pacific, by managing the field staff, including recruitment of national staff, secondment and temporary staff;
  • Promote and coordinate WMO South-South Cooperation activities;
  • Maintain close liaison and promote strategic partnerships with Members of Regions II and V, especially with their NMHSs;
  • Collaborate closely with the various departments/offices in the Secretariat, in the development and implementation of WMO Programmes and projects at the regional level, ensuring the optimum use of resources in the execution of regional events and activities for the maximum benefit to Members and to provide an effective interface between the Members and the technical departments;
  • Carry out other relevant duties as required.

Qualifications

Education

Master's degree or equivalent in meteorology, hydrology, Earth System sciences or international relations or a closely related field.

Experience

At least 10 years of national and international progressively responsible experience in operational activities, management and international cooperation, in an international organization dealing with regional matters, including policy, strategic planning, partnership cooperation and resource mobilization.

Other requirements

Awareness of the the Region. Thorough knowledge of international cooperation issues, WMO Programmes and their regional components as well as of the needs of the WMO Members. Ability to analyse information, guidelines and procedures to meet the objectives of the Regional Programme and partner cooperation activities. Demonstrated ability to plan the activities of a regional office. Ability to take initiatives and identify opportunities, while advancing the interests of WMO Members and the National Meteorological and Hydrological Services (NMHSs), and develop innovative ways of coordination. Proven ability to draft reports and documents. Excellent knowledge of Microsoft Office applications. Good managerial skills including budget planning and control. Demonstrated ability in resource mobilization. Ability to work in a multicultural environment and to foster team spirit.

Languages

Excellent knowledge of English (both oral and written). Knowledge of French is desirable. Knowledge of other official languages of the Organization would be an advantage.
