Project Director Position:
PADF seeks a Tegucigalpa, Honduras -based Project Director for a US Department of State/ Bureau of International Narcotics and Law Enforcement Affairs (INL) program to provide logistical support for rule of law, citizen security, and law enforcement projects in Honduras. This 5-year program will provide programmatic, logistical, and administrative support to, and work closely with, designated INL project managers to manage travel training events, identify and coordinate expert consultancies, and provide financial and administrative management to INL activities in Honduras and regionally as required.
The Project Director will be in charge of a large, multi-faceted team and work in fast-paced environment. The Project Director will be the public face of PADF, the operational affiliate of the Organization of American States. Fluency in English and Spanish required. The position is contingent on funding.
The Project Director responsibilities will include:
- Provide overall program leadership, management, and technical direction and serve as the primary liaison with INL on strategic, managerial, and technical matters, making key decisions and solving programmatic problems in a timely manner
- Coordinate training, travel, logistical and other support activities according to the approved work plan and in consultation with INL, other US Embassy offices, and key Government of Honduras stakeholders, ensuring compliance with all relevant administrative and financial requirements as well as Leahy Vetting of all potential participants in accordance with USG regulations.
- Manage and develop the capacity of a team of technical experts, advisors, local partners, and staff
- Provide strategic and problem-solving guidance to the team for the completion of program activities in identified sectoral and geographic areas and capture lessons learned throughout the program implementation
- Perform strategic, financial, and operational planning, including work planning, forecasting, training, and ensuring project compliance with all contractual reporting and financial requirements of INL, and oversee all contractual and budgetary aspects of project management
- Ensure that benchmarks, performance goals, and indicators are monitored and achieved
- Lead high-quality report preparation in English and Spanish, capturing program activities, impacts related to all activities, and ensuring timely submission
- Foster partnerships and alliances with US and regional law enforcement entities to leverage additional support for program activities
- Ten (10) years of relevant experience in project management, logistics, training, supervision, administration, and implementation of cooperative agreement or contracts focused on law enforcement and rule of law, including five (5) years in a senior management position meeting deadlines, achieving targets, establishing and maintaining systems for project operations, and overseeing the preparation and submission of required reports to donor agencies. Prior USG experience required, INL experience highly preferred.
- Regional (Western Hemisphere/Latin America and the Caribbean) experience required. Honduras experience highly preferred.
- In-depth knowledge of Leahy Vetting and other USG statutory requirements related to training of host-country law enforcement personnel required.
- Knowledge of and connections to major US-based law enforcement agencies required.
- Demonstrated ability to maintain working relationships with the project team, partners, and stakeholders including US Embassy and host-country government officials is required.
- Demonstrated experience in establishing systems and overseeing program start-up and close-out under limited time constraints
- Fluency in English and Spanish is required
- Relevant university degree required
