Partnerships for Trauma Recovery (PTR) is a 501(c)(3) nonprofit organization dedicated to healing the psychosocial impacts of trauma among international survivors of human rights abuses and forced displacement resulting from war, torture, gender-based violence and persecution due to identity and beliefs. PTR provides globally culturally and contextually responsive, trauma-informed and linguistically accessible psychological and psychosocial care for asylum seekers and refugees from around the world. We expand multidisciplinary clinical capacity to serve highly diverse international populations through an 11-month in-depth clinical training program for advanced doctoral students and post-graduate interns in psychology and social work, and advocate for policies to prevent trauma and re-traumatization among international survivors of human rights abuses and forced displacement.
AFRICAN COMMUNITIES PROGRAM
PTR is seeking a full-time African Communities Clinical Manager to be part of our African Communities Program which focuses on providing psychological and psychosocial care for asylum seekers and refugees coming from throughout the African continent, as well as on community outreach and psychoeducation. This position is funded by Alameda County Behavioral Health Services through the Mental Health Services Act (Unserved and Underserved Ethnic and Language Populations Prevention and Early Intervention Services) and is part of a one-year grant renewal beginning on July 1, 2020 and extending through June 30, 2021, with the likelihood of an additional renewal.
Under this grant PTR will provide psychological and psychosocial care for asylum seekers, asylees, refugees and immigrants with a specific focus on African populations. Additionally, we will conduct targeted outreach to expand awareness of the psychosocial impacts of trauma and forced displacement and increase access to PTR’s services among African communities and organizations in the Bay Area.

The African Communities Clinical Manager is a leadership position within PTR’s African Communities Program and will work collaboratively with the African Communities Program Manager to develop and implement the African Communities Program. The primary responsibility of the African Communities Clinical Manager will be to provide globally trauma-informed, culturally responsive and linguistically accessible psychological and psychosocial care for international survivors of human rights abuses from African countries. During the Shelter-in-Place mandate, PTR is providing telehealth therapy, counseling, and case management services for clients.
Due to COVID-19, PTR plans to be operating remotely through the end of 2020. This position may also be conducted remotely through that time. Beyond that, this position will need to be located in the San Francisco Bay Area. PTR will consider offering a relocation package for the right candidate.
The African Communities Clinical Manager will implement clinical programming at the Mosaic Healing Center and within the community, as well as facilitate capacity-building and outreach activities with partners and providers in the community. As a part of both the African Communities Program and the clinical teams, the African Communities Clinical Manager will engage in the provision and development of psychosocial care for African immigrants and survivors of human rights abuses.
In collaboration with the program and outreach teams, the African Communities Clinical Manager will also be involved in conducting community outreach and psychoeducation relating to the psychological and psychosocial needs of African refugees, asylum seekers and immigrants resettled in the Bay Area. This role will support the organization of events to raise awareness around the impacts of trauma; increase understanding of psychological and emotional needs in the community; help foster effective cross-cultural communication; reduce stigma related to matters of mental health and psychological wellbeing; and implement psychoeducational and capacity-building activities with African organizations, partners and communities. The African Communities Clinical Manager will manage clinical activities related to PTR’s African Communities Program, collaborate with and support outreach staff, and serve as a bridge between the clinical and outreach components of the program. This position also collaborates closely with the program team for the reporting of grant-related activities and the evaluation of outcomes.
In addition to clinical experience providing trauma-informed and culturally responsive care for diverse communities, this position requires flexibility, creativity, resourcefulness and independence. Essential for this position is a sustained commitment to advancing global social justice & human rights, with a focus on the needs of African survivors and immigrants seeking greater safety in the United States.
ROLES & RESPONSIBILITIES
The roles and responsibilities of the African Communities Clinical Manager will include the following:
Psychological Care & Case Management
• Directly provide globally culturally and contextually responsive, trauma-informed and linguistically accessible individual and family counseling and psychotherapy for refugee, asylum-seeking and immigrant adults, youth & children from African countries.
• Provide case management, accompaniment, advocacy & referrals for clients as needed.
• Implement the direct counseling and case management services of the Prevention and Early Intervention Program under this grant.
• In collaboration with the African Communities Liaisons, design case management approaches for the African Communities program. Support Liaisons in providing case management for community members in an ongoing effort to integrate outreach activities with the provision of clinical care.
• Provide psychological and psychosocial care for clients at PTR’s Mosaic Healing Center and within community settings, such as places of residence or worship, community centers and community based organizations, and/or school settings.
• Facilitate support groups and psychoeducational workshops for African clients and community members.
• Support overall client care, collaborate with clinical team, and participate in clinical meetings and supervision.
• Depending on prior clinical experience working with international survivors of human rights abuses, participate in the Global Healing and Human Rights Clinical Training Program.
• Collaborate with legal representatives & provide psychological evaluations for asylum claims.
• Contribute to the creation of a safe environment for welcoming clients and supporting clinicians and interpreters with warmth, openness & sensitivity.
Community Outreach, Collaboration & Capacity-Building
● Work in collaboration with the African Communities Program Manager to plan and implement community outreach and events related to the African Communities Program.
● Provide mentorship for the African Communities Liaisons regarding PTR’s clinical work, the impacts of trauma and knowledge pertaining to mental health.
● Represent PTR and the African Communities Program to community members, partners and organizations through presentations and capacity-building activities sharing and disseminating information about PTR’s mission, beneficiaries and programming.
● Help develop and deliver psychoeducational trainings for African refugees, asylum seekers, and immigrants related to the impacts of trauma, forced displacement and resettlement in the United States and overall psychosocial needs among immigrant communities.
● Help identify African community leaders and partner organizations who wish to receive consultation and capacity-building from PTR about the psychological and psychosocial needs of African refugees, asylum seekers, and immigrants.
● Help design and implement culturally responsive and trauma-informed training for partners, providers and community leaders regarding the mental health and wellness needs of African populations, including capacity building regarding basic knowledge of mental health, stress management and the impacts of trauma.
● Develop educational and communication materials pertaining to psychosocial and emotional support, stress management, coping skills and basic counseling concepts to be shared with community members and leaders.
● Help develop and sustain cross-cultural understanding and collaborative relationships with community partners with attention to the needs of resettled African communities residing throughout the Bay Area.
● Engage in new programming initiatives and partnerships as they arise and identify opportunities for clinical, case management and outreach program development.
● Inform clinical and program teams about clinical and outreach activities and outcomes.
● Participate as a member of the clinical and outreach teams and help achieve the goals of the African Communities Program.
● Attend PTR staff activities and events.
● Complete client charting, data reporting, billing and administrative tasks, and perform other duties as assigned.
Required Education & Experience
• Masters degree in Clinical Social Work (MSW/LCSW), Counseling Psychology (MA/MS) or Marriage & Family Therapy (MFT/LMFT) or Doctoral degree in Clinical Psychology (Psy.D/Ph.D).
• Licensed or near-licensed as a Clinical Social Worker, Psychologist or Marriage and Family Therapist in the state of California.
• Experience providing trauma-informed care & case management for individuals, families & groups.
• 2+ years of experience providing psychological and psychosocial care for diverse & underserved populations.
• Familiarity with organizations and resources in the greater Bay Area to support clients’ holistic psychosocial needs.
• Experience and interest in designing and conducting psychoeducational trainings.
• Experience and interest in speaking publicly to clinical and non-clinical audiences.
• Experience working collaboratively in multidisciplinary teams.
• Familiarity with or willingness to learn Mental Health Medi-Cal Administrative Activities billing.
• Experience working cross-culturally with international and/or immigrant populations, including from African countries.
• Experience working with asylum seekers and/or refugees.
• International work, study and/or living experience, preferably on the African continent.
• Fluency in or knowledge of one or more languages spoken by African communities, including but not limited to Tigrinya, Amharic, Kiswahili, Luganda, Lingala, Arabic and French.
