Position description

The Consultant’s task is to:

  • map and review recent research and journalism on COVID-19 measures and their impact on civil, political rights, economic and social rights violations that are primarily intended to suppress dissent or deny opportunities for political participation.
  • conduct interviews with international and regional experts, human rights special rapporteurs and activists on measures put in place in each country and their impact on human rights.
  • comment on the national reports produced by AAI members in each of the 11 countries, and weave material from these reports into the overall cross-country report, country fact sheets and toolkit.
  • consolidate the review findings into a clear and concise report.
  • develop country fact sheets on COVID measures in each country and their impact on civil, political rights, economic and social rights violations that are primarily intended to suppress dissent or deny opportunities for political participation.
  • develop a toolkit for challenging on challenging COVID-19 measures that undermine human rights based on international human rights law.
  • A clear and concise report on recent research and journalism on COVID-19 measures and their impact on civil, political rights, economic and social rights violations that are primarily intended to suppress dissent or deny opportunities for political participation in the target countries.
  • 11 country fact sheets.
  • A toolkit on challenging COVID-19 measures that undermine human rights based on international human rights law.

Application instructions

Potential candidates are requested to submit technical and financial proposals to undertake this consultancy. Submit a proposal not exceeding 4 pages, excluding a CV and budget. The proposal should include the following:

  1. A write up outlining a clear understanding of and methodology to be used in undertaking the assignment.

  2. Detailed timeline for the assignment.

  3. A detailed financial offer including time estimates for each task and consultant’s daily rate.

  4. A letter of application (including desired remuneration) demonstrating suitability for the role; this should clearly state how the consultant’s knowledge, skills and recent experiences fulfil the required competencies; similar assignments conducted and current CV with two references.
