The Gender and Children Unit sits within the Investigation Division (ID) of the Office of the Prosecutor (OTP) and is comprised of staff with legal and other expertise. It focuses on three main areas namely, sexual and gender violence, crimes against and affecting children and the well-being of victims and witnesses. The Unit is responsible for providing strategic advice to the Prosecutor, ExCom and the Divisions in all areas related to sexual and gender violence and violence against children. It contributes to preliminary examinations, investigations and prosecutions of sexual and gender-based crimes and crimes against and affecting children. The unit provides legal and psychosocial support to Integrated Teams and contributes to the development of policies, protocols and guidelines on sexual and gender violence, violence crimes against and affecting children, and the well-being of victims and witnesses. Additionally, the unit monitors and reports on the implementation of the SGBC and OTP Policy on Children, ensures the well-being of witnesses, developing and strengthening cooperation and networking with UN entities and International and local NGOs.
Duties and Responsibilities
Under the supervision of the Chief of the Planning and Operations Section within the Investigations Division, the incumbent will perform the following duties:
- Manage and supervise the work and the staff of the Gender and Children Unit;
- Develop OTP policies, protocols relating to sexual and gender-based crimes and crimes committed against and affecting children, in consultation with the Legal Advisory Section, as necessary;
- Monitor compliance and update senior management on the implementation of the Sexual and Gender-based Crimes (SGBC) and OTP Policy on Children and, protocols on witness management;
- Develop protocols, guidelines and tools related to witness management;
- Coordinate with the Protection Strategies and the Operational Risk and Support Units to address witness care issues;
- In collaboration with the Investigations Coordinator, identify training needs, organise and conduct trainings on topics related to SGBC and crimes against and affecting children;
- Provide legal and operational support and advice to Integrated Teams (comprising of staff of the Jurisdiction, Complementarity and Coordination Division, Prosecution Division and Investigation Division, led by a Senior Trial Lawyer), Sections and Units of the Office of The Prosecutor;
- Ensure timely submission of referrals for assistance to the Victims and Witnesses Section of the Registry and provide updates to the Integrated Teams accordingly;
- Liaising with the Integrated Teams on victim/witness well-being issues;
- Provide timely psychosocial support to the members of the Integrated Teams both at headquarters and for field activities;
- Develop and maintain networks with external partners and liaise with victims’ groups dealing with victims on issues relating to sexual and gender violence and violence against children;
- Liaise and consult with relevant entities within the Court dealing with victims and witnesses.
- An advanced university degree in psychology, clinical psychology, law or other related field is required. A first level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
- A minimum of seven years (nine years with a first level university degree) of relevant progressively responsible professional experience in dealing with legal, policy and victims issues, with special focus on victims of international crimes, is required;
- Experience in providing psychological support to victims and witnesses of international crimes is required;
- Experience in investigation and prosecution of sexual and gender-based crimes and crimes against children would be considered an asset;
- Professional experience working in relevant international organizations, national judicial or law enforcement institutions would be considered a strong asset;
- Managerial and leadership experience is required.

Knowledge of Languages:
- Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
