The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the more than 40 Global Counter-Terrorism Coordination Compact (former CTITF) Task Force entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.
The position is located in Gender Unit of the United Nations Counter-Terrorism Centre (UNCCT) within the United Nations Officer of Counter-Terrorism (UNOCT). The Gender Affairs Officer reports to the UNOCT Gender Adviser, head of the Gender Unit.
Within delegated authority, the Gender Affairs Officer will be responsible for the following duties:
•Supports the implementation of UN Security Council Resolutions on Women, Peace and Security and the UNOCT Gender Policy 2021 – 2024 (upcoming).
•Supports the implementation of the UNOCT Gender Action Plan and strategy to mainstream gender into the work of each UNOCT component, and technically supports the PRB (Programme Review Board) and the UNOCT’s Gender Focal Points across Branches and Units to mainstream gender within their work.
•Researches and collects data on issues related to gender; counterterrorism and prevention of violent extremism as conducive to terrorism and facilitates the collection and exchange of information between partners and the Gender Unit.
•Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
•Communicates with internal and external counterparts of the Gender Unit at the working level. Drafts, collates and edits specified inputs for all UNOCT reports and documentation on gender mainstreaming and analysis.
•Coordinates, as needed, with other UN Agencies, Funds and Programmes that have complementary mandates through participating in working-level mechanisms for Gender; counterterrorism and prevention of violent extremism as conducive to terrorism; Women, Peace and Security working groups; as well as coordinates with relevant national, regional and global institutions and non-governmental organisations (NGOs).
•Provides technical expertise as required to relevant partners and UNOCT components on strategies for gender mainstreaming, including expanding the capacity for gender analysis and designing gender-sensitive and responsive policies and programmes.
•Provides substantive inputs to results based reporting and analysis;
•Facilitates monitoring and reporting methodologies and benchmarking for all activities.
•Participates and contributes to the work of established inter-agency coordination mechanisms for gender mainstreaming and to partnership efforts with UN agencies that have complementary mandates for the promotion of women and girls’ rights.
•Participates in national and/or regional meetings and/or global, workshops and training programmes relevant to the work of the team;
•Collaborates with other UNOCTs branches and units to develop and deliver gender training and conduct orientation activities on gender mainstreaming.
•Performs other duties as required.
•Professionalism: Working knowledge of the United Nations; expertise in the field of International Human Rights Law, Gender affairs, Human Rights, and/or International Affairs; knowledge of gender mainstreaming and in-depth understanding of UN Security Council Resolutions on Women, Peace and Security; conceptual and strategic analytical capacity and ability to analyse and evaluate critical matters pertaining to a broad spectrum of gender-related issues; ability to advise civilian and uniformed personnel on implementing and integrating existing policies; ability to remain composed while working in stressful situations. •Accountability: Takes ownership of all responsibilities and honours commitments; Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; Operates in compliance with organizational regulations and rules; Supports subordinates, provides oversight and takes responsibility for delegated assignments; Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
An advanced university degree (Master’s degree or equivalent) in law, international relations, social studies, gender studies or in a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of five years of progressively responsible experience in the field of international relations, law, gender and/or peacekeeping issues at policy and operational levels.
Strong experience in the promotion of gender equality in a post-conflict setting is required.
Experience working on issues related to counterterrorism and prevention of violent extremism as conducive to terrorism is required.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
This post is financed through extra-budgetary funding. Appointment or assignment against this position is for an initial period of one year.
The appointment or assignment and renewal thereof are subject to satisfactory performance, the availability of the post or funds, budgetary approval or extension of the mandate.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
