The Foreign Policy program is accepting applications for a resident scholar, at either the fellow or senior fellow level, to conduct policy research, analysis, and publishing on artificial intelligence, cybersecurity, and/or defense innovation and their effects on national security and foreign policy. The Fellow/Senior Fellow will be expected to produce a substantial body of published policy research, centered on long-form, peer-reviewed work, that contributes to setting the foreign policy agenda, informing the public policy debate, and formulating policy. The individual will also produce op-eds, blog posts, and other short publications, and will interact with the national and international media through interviews and other engagements.


In addition to research and writing, the Fellow/Senior Fellow will develop and lead a program of conferences, workshops, briefings, and other activities on artificial intelligence, cybersecurity, and/or defense innovation. The Fellow/Senior Fellow will work with scholars and staff in Brookings’s Artificial Intelligence and Emerging Technology Initiative; the Center for Security, Strategy, and Technology; and other parts of Brookings to plan and implement these events, and will contribute to the relevant dimensions of other Brookings activities on regional and global geopolitics and U.S. strategy and security. The Fellow/Senior Fellow will also engage with current and prospective supporters of Brookings and the Foreign Policy program.


Funding for this position is currently authorized for a two-year appointment. The position may be extended contingent on additional funding.

The position will be filled at either the fellow or senior fellow level, as determined by the expertise and accomplishments of the candidate and the needs of the Foreign Policy program. A bachelor’s degree is required; a Ph.D. in either a STEM field or political science, international relations, government, political economy, or a related discipline – or comparable technology or government experience - is strongly preferred. While the specific research agenda will depend on the expert's interests and expertise, candidates must have a deep understanding of the political, strategic, and technical aspects of artificial intelligence, cybersecurity, and/or defense innovation. A minimum five years of professional, academic, or policy experience in a relevant field is also required.


Candidates must articulate a clear and compelling research agenda and must have a proven ability to conduct in-depth, high quality policy research and translate research findings into insightful, innovative, and practical policy recommendations. The Fellow/Senior Fellow must be able to design and undertake issue-focused engagement and outreach strategies with high-profile audiences, in collaboration with communications staff across the organization. A proven ability to build and develop financial support for the work is preferred.


Candidates at the senior fellow level normally will have at least two of: a PhD or other terminal degree; significant professional experience making or implementing technology policy or foreign policy and conducting policy analysis; and a record of publication in peer-reviewed academic or policy journals, or at least one sole-authored book. A Senior Fellow candidate will also be capable of providing breakthrough thinking in relevant policy areas and of influencing the intellectual discourse, and will be recognized as an international authority within a particular area of technology and security scholarship or policymaking.


Outstanding written and oral communication skills, along with professional fluency in English, are required of all candidates. The successful candidate must be motivated yet flexible, diplomatic, creative, trustworthy, a good team player who seeks to participate in FP’s community of scholars and staff, and able to thrive in a fast-paced yet collegial environment.

Salary will be commensurate with the candidate’s qualifications and experience.
