Location: Mexico City

Deadline for Application: Open until filled

Solidarity Center seeks a Monitoring and Evaluation (M&E) Officer in Mexico for a US Government funded project to help workers realize and exercise their rights under landmark labor law reforms enacted in 2017 and 2019. Priority sectors for this project include aerospace, mining, steel, aluminum, industrial bakeries, electronics, and/or call centers.

The M&E Officer will report to the Project Director based in Mexico, with responsibility for monitoring, evaluation, and learning activities for this project. This will include gathering, reporting and analyzing performance data, as well as assessing outcomes and program impact. This individual will also participate in and contribute to the Solidarity Center’s Monitoring, Evaluation and Learning community of practice and build M&E capacity throughout the program offices.

This position requires strong project management skills and the ability to monitor budgets and outcomes and write results-oriented reports. Knowledge of and/or experience engaging with worker rights issues in supply chains is required, including worker rights violations particular to women, such as Gender Based Violence (GBV). This position demands sound judgment, a head for analysis, and a keen political sense. Experience with worker organizing and/or worker issue advocacy in Mexico is highly desirable.

Additional requirements include:

  • Minimum of five (5) years of experience in a senior M&E position responsible for implementing M&E activities of international development projects.
  • Proven success in designing, implementing, and operating project M&E systems, from initiation to closeout.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E, and/or performance monitoring plans.
  • Experience with international funders and their requirements (US Department of Labor preferred).
  • Experience in M&E for poverty reduction and social justice, human rights or civil society programs (experience with labor projects preferred, ideally with trade unions).
  • Ability to facilitate and serve as project liaison for externally-managed evaluation or research initiatives.
  • Bachelor’s degree in statistics, demography, public policy, international development, economics, or related field (Master’s degree or advanced certificate in M&E, statistics, or economics preferred).
  • Excellent writing and communications skills in the English language; and
  • Oral and written fluency in both English and Spanish.

This position is open to both Mexican citizens and expatriate applicants. The Solidarity Center offers competitive salaries and generous benefits.
