The Congressional Affairs Advisor is an integral member of the ICRC’s policy team in Washington, DC. She/he will be expected to:
- Position the ICRC on a selection of humanitarian issues among key staff/offices in Congress;
- Maintain a network of contacts in Congress;
- Monitor and report on congressional debates pertaining to foreign assistance, domestic migration policy, US diplomatic and military involvement abroad where there are implications for humanitarian response, and other issues of relevance to the ICRC;
- Advise ICRC on how best to engage with Congress.
The International Committee of the Red Cross is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC also endeavors to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.
The Policy Department aims to raise awareness of the ICRC’s main field operations, further the ICRC’s global humanitarian diplomacy priorities in Washington DC, and create opportunities for collaboration in support of the ICRC’s humanitarian goals. Further, this department advises Delegation management as well as senior leaders of the organization on US policy affecting ICRC’s mission and programming.
MAIN RESPONSIBILITIES: Lead the ICRC Washington’s office engagement with the U.S. Congress to include: Working with the Head of Policy/ Deputy in developing and implementing a congressional engagement strategy; conducting outreach to key congressional staff; and identifying discrete opportunities to influence debates and policy, and working collaboratively with relevant internal stakeholders to do so. More specifically, the advisor’s tasks will include:
- Networking and Communication. Maintain and develop new relationships with Congress (including key Members of Congress, key staff, relevant Committees, and the Congressional Research Service).
- Communicate institutional messages and materials to target audiences in Congress, including operational updates, educational materials, and reports.
- Promote contact between relevant target audiences and ICRC staff in Washington, our headquarters in Geneva, and field delegations. Support senior ICRC staff in their engagements with Congress through both policy advice and speaking points.
- Coordinate visits of Congressional staff to the field, and collaborate with other delegations (e.g. Canada) on their initiatives with their context’s legislative bodies.
- Assist in tracking and reporting on key political appointments through the nomination and confirmation process (to include analysis on confirmation, testimony, etc.).
- Policy Influencing. In coordination with internal stakeholders, engage congressional staff on key operational and thematic policy issues of relevance to the ICRC with a view to influencing US debates and policy.
- Partnership. Maintain and develop partnerships with Congressional offices, in order to promote attention to areas of ICRC interest, develop trainings, disseminate institutional positions, and influence policy.
- Reporting. Provide timely and concise reporting and analysis on hearings, legislation, reports, events and trends in the US Government on issues of institutional interest. Such reports are written for the purpose of ensuring the institution is informed of developments in US policy, to advance its thinking on key issues and to support the delegation's strategy.
- Collaborate. Leverage expertise of the Washington Delegation with interlocutors in Congress.
The Congressional Affairs Advisor will work closely with the Head/Deputy Head of the Policy Department and senior management. She/he is expected to work in a transversal manner with colleagues throughout the Delegation in order to carry out these and other related duties.
Minimum required knowledge & experience:
- Bachelor’s degree in International Relations/Political Science or Related Field; Masters/ Law degree preferred.
- Typically, 5-8 years of overall professional experience;
- Minimum 5 years’ policy experience working in Congress and/or Congressional Affairs on foreign policy issues with other organizations (NGOs, think tanks, consultancies e.g.)
- Excellent Business English. French or other second language a plus
- Excellent written communication, organizational, negotiation and presentation skills
- Demonstrated ability to diplomatically coordinate policy initiatives with a variety of stakeholders, internally and externally
- Strong policy analysis and strategy development skills
- Self-starter with great interpersonal skills, ability to work both independently, and as guided within a small team
