We are looking for a Senior Finance and Grants Officer to support the Institute Operations and growing portfolio of grants.

He/she will be reporting to the Chief Operating Officer and will lead the Finance Team.

Duties and responsibilities

Finance

  • Lead the Finance Team;
  • Manage the financial accounting, monitoring and reporting systems;
  • Supervise and enforce procurement and accounting procedures;
  • Prepare and control the organisation and project budgets;
  • Monitor cash flows and advise accordingly;
  • Develop financial management mechanisms that minimise financial risk;
  • Liaise with auditors for the approval and publication of the annual accounts;
  • Develop external relationships with appropriate contacts, e.g. auditors, solicitors, bankers and statutory organisations;
  • Produce financial reports to specific deadlines;
  • Assist programme teams in managing budgets;
  • Lead the organisation in the procurement and migration of a comprehensive accounting system;
  • Ensure compliance with Belgian regulations and legal obligations such as tax compliance, UBO registration and publications in the Moniteur Belge and CBE;
  • Keep abreast of changes in financial regulations regarding Belgian enterprise law and legislation.

Grant Management

  • Ensure an accurate, timely, efficient and transparent process for all grants;
  • Manage institutional reporting, including meeting internal and external reporting deadlines, identifying reporting components, compiling required documents, ensuring report completeness, and facilitating final submission to funders;
  • Ensure compliance with internal and external reporting requirements, including budgets and financial reports;
  • Supervision of expenditures to budgets;
  • Review budgets for grant proposals;
  • Work closely with programme teams to build and execute plans and processes, strengthen capacity for grants management, and ensure transparency and accountability;
  • Keep up-to-date with funder requirements and developments in the use of indicators, tools, etc.;
  • Participate in relevant meetings relating to the grants and their respective management.

Qualifications

Education

  • Master’s degree in economics (focus on corporate finance or accountancy is a plus).

Experience

  • Minimum 4 years of experience in an equivalent position. Audit experience is a plus.

Languages

  • Fluent in English and at least one language between French and Dutch.

Knowledge

  • Solid knowledge of the Belgian accounting system and legislation is a must;
  • Advanced use of Excel, Winbooks (or equivalent accounting system).

The Institute offers

  • Employment contract (open ended Belgian contract);
  • Salary based on 13.92 months and commensurate to the position and experience;
  • Benefits package which includes luncheon vouchers, hospital insurance, pension plan, and contribution to transportation;
  • 40h/week including 12 RTT days per year;
  • Orange SIM card;
  • Contribution to teleworking allowance: €15.

The Senior Finance and Grants Officer will have to be based in Belgium and work regularly at the Institute premises in Rue des Deux Eglises 25, Brussels.

Start date: as soon as possible.
