Position description

Working closely with the CFO, the Vice President, Accounting and Finance provides daily oversight of all Accounting & Finance activities at ACDI/VOCA headquarters and represents the CFO as needed. Oversight includes supervision, guidance, and development of four (4) direct reports who have functional responsibility over General/Corporate Accounting, Project Accounting and Financial Planning & Reporting. The VP ensures that proper systems, procedures, and internal controls are consistently in place and applied to support effective financial and accounting operations, maintain compliance with GAAP and relevant local, federal, and donor regulations, and achieve successful audits.

Responsibilities

Organizational and Project Audits: Oversee all aspects of engagement with external auditors for the annual audit. Provide oversight and guidance to Field Offices for any required statutory filings in countries where A/V operates including donor and local tax authority audits. Collaborate with other departments on issues related to donor compliance and local statutory requirements.

Operational Compliance: Ensure the organization’s compliance with GAAP, federal regulatory, and other donor requirements, as well as A/V own policies and procedures. Establish and maintain effective and efficient internal controls for an accurate and timely recording and reporting of financial transactions. Ensure strong record retention to facilitate ongoing and future statutory and audit compliance. Manage workflow requirements for timely meeting organizational deadlines. Recommend, design, and implement changes in accounting policies and procedures and account code definitions, as necessary. Develops uniform accounting financial processes to record and support general ledger entries.

Financial Analysis and External Reporting: Develop tools for strategic planning and analysis reflecting current portfolios and aimed for new markets. Develop the annual budget in conjunction with organizational leadership and programs. Generate monthly corporate reporting package for Leadership including C-level and Board of Directors. Develop online financial reports and business intelligence tools in coordination with the ERP system management team. Coordinate with Auditors to ensure timely and accurate submission of schedules for the annual IRS Form 990 return. Oversee preparation of the Negotiated Indirect Cost Recovery Agreement (NICRA) Proposal package and assist the CFO in negotiating the proposed rate with the cognizant agency. Oversee timely submission of other IRS and Treasury reporting requirements including but not limited to W2, 1099, FBAR.

Leadership and Staff Development: Mentor and direct the daily work of diverse team of accounting and finance professions. Supervise staff and evaluate work performance accordingly. Develop and train staff ensuring appropriate growth and development of all staff on the team. Provide day-to-day guidance and Accounting and Finance staff. Actively participate and provide guidance and support in upper management meetings and initiatives. Partner with program management to ensure that best practices are sought and that each program is provided the necessary metrics to make informed decisions. Represent the CFO as needed. Perform other duties as assigned.

Qualifications

Master’s degree in business administration, accounting, finance, or other relevant field is required (additional years of experience will be considered in lieu of advanced degree). Active Certified Public Accountant license is required. A minimum of ten years of related experience ideally gained through increasingly responsible management positions within the accounting and finance functions in the not-for-profit industry. Advanced knowledge of USAID and federal regulations as they pertain to financial management including experience multi-tiered indirect rate structures. Strong technical and analytical skills with the ability to build complex financial models and forecasts. Knowledge of Agresso Business World and plus. Advanced Microsoft Office, including Excel and Power BI, skills. Demonstrated project and time management skills. Demonstrated leadership, versatility, and integrity. Sound administrative skills in addition to well-developed management and leadership skills (principles and people). Excellent communication, written and verbal, and interpersonal skills required. The ability to speak, understand, and write fluently in English is required. Ability to define problems, collect data, establish facts, and draw valid conclusions. Excellent organizational, diplomatic, and problem-solving skills within a rapidly changing environment. The ability and willingness to travel to developing countries is strongly preferred.
