The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids, draws on lessons from tobacco control and its growing experience on other public health issues to support policy change campaigns around the globe to improve health. To date, that work includes food policy and cardiovascular health, road safety, drowning prevention, preventing epidemics, and vital statistics.
The Program & Financial Compliance Officer (PO/FCO) supporting GHAI’s Food Policy Program (FPP) is responsible for managing a global portfolio of sub-grants that support a broad agenda to promote healthy food policy and to protect the right to food, in multiple countries. As part of the Bloomberg Philanthropies Food Policy Program, GHAI FPP supports civil society organizations to pass and implement key policies to develop healthier food environments, including: taxes on unhealthy food and beverage products; mandatory front-of-package nutrition warning labels; restrictions on marketing of unhealthy food products to children; and regulating the supply of unhealthy products in public sector environments, particularly schools. In addition to providing assistance, a critical component of the support includes country-level sub-grants to civil society organizations.
The PO/FCO is responsible for managing a portfolio of sub-grants supporting food policy advocacy primarily n low and middle-income countries throughout the globe. PO/FCO portfolio management includes: reviewing FPP advocacy sub-grant applications, including new and renewal sub-grants, in addition to any extensions; providing programmatic and budgetary feedback and guidance to grantees; coordinating the sub-grant negotiation process; and monitoring grantee performance - including financial compliance – throughout the life of the sub-grant. The PO/FCO position requires regular communication with FPP grantee partners throughout the globe and close coordination of grantee activities with the overall strategic plan and high-level advocacy goals for each country. This position reports to the Associate Director, International Grants and Contracts Department. This position is based in Washington, DC and is open to U.S. citizens and other applicants who already possess U.S. work authorization. Until reentry to the DC Office is approved, all DC-based positions are remote.
- Carefully review, analyze, monitor, and evaluate progress Food Policy Program (FPP) sub-grant proposals, contracts, work plans, budgets, and reports.
- Provide ongoing sub-grant monitoring and programmatic/financial support to FPP sub-grantees to ensure consistent progress, grant processing, and reporting.
- Coordinate the grants negotiation and submission process, and serve as the point person for new and renewal grants, in addition to sub-grant extensions.
- Provide accurate, timely grants summary and analysis reports, responses to inquiries, and grant histories according to reporting schedules and upon request.
- Through close collaboration and consultation with the FPP Associate Director(s), Country Leads, In-country Coordinators and Technical Advisors, monitor and assist grantees to achieve their project goals through appropriate program design modifications.
- In collaboration with other staff, identify and organize appropriate technical assistance and training for grantees.
- Conduct sub-grantee site visits (and additional virtual, on-line visits) to provide intensive programmatic guidance, in addition to monitoring for financial compliance.
- Maintain continuous communication with grantees via e-mail, phone, and in-person, when appropriate.
- Work with staff to ensure sub-grants align with high-level country strategies and actively contribute to the development and execution of country-level advocacy campaigns including possible coordination and alignment with similar sub-grants and public health campaigns for programs implementing similar policies in low and middle-income countries.
- Attend coordination meetings and calls with global partners to ensure that grants reflect the needs and intended outcomes of all parties involved.
- Travel internationally (approximately 20%) to grantees.
- Work closely with sub-grantee partners, the International Grants and Contracts Unit staff, GHAI Food Policy Program staff, in-country Consultants, and other partners to effectively implement policy measures to address Food Policy Program objectives.
- Assure compliance with organizational regulations and requirements.
- Perform other duties as requested.
- Master’s degree in public health, public policy, nutrition, international development, or related degree with international focus preferred.
- Three (3) years related experience working in an international grant making organization on public health or health advocacy campaigns.
- Demonstrated experience with budgeting and finance.
- Experience working with international sub-grant programs.
- Knowledge of foreign language(s) required.
- Excellent oral and written communication skills.
- Knowledge of and proficiency with a variety of computer software applications including Microsoft Word, Microsoft 365, Excel, Access, PowerPoint, Outlook. Database experience with Fluxx preferred.
- Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple projects and deadlines.
