The State of New Hampshire, Department of Business and Economic Affairs, Division of Economic Development has a full time vacancy for Program Specialist IV.
SCOPE OF WORK: To develop, coordinate, and evaluate a statewide international trade program in accordance with State and Federal programs, within the Office of International Commerce, Division of Economic Development, and secondarily, to assist the Division in providing international trade counseling for its business clients resulting in increased exports for NH businesses.
ACCOUNTABILITIES: Responsible for a full-fledged training program and related business development programs, adhering to both existing and new policies and procedures to include
counseling, promotional, educational, informational and technical programs.
Gathers, analyzes and maintains statistical data, private sector and public sector market information and other data related to international trade, finance and risk assessment, to assure maximum benefit to the State.
Assists in the coordination of state sponsored trade shows and missions to international destinations and participates in missions as appropriate.
Develops and coordinates programs and resources at the local, state, federal and international level aimed at developing, sustaining and enhancing development and export programs.
Assists in the preparation, review and administration of related grants and contracts.
Works closely with NH companies, private sector groups, non-profit organizations, NH Congressional Delegation, local, state and federal agencies, the media, etc. to
maintain on-going network of communication within the Division's communication policies.
Proactively provides information and interpretation to other agencies and the public regarding export opportunities, planning, policy and procedure.
Develops and implements specific strategies to assist NH businesses; identifies and analyzes the export needs of businesses and provides counseling to NH businesses regarding export concerns.
Responsible for implementation and development of the state's food export program, and has oversight of program interns.
Independently prepares program status reports, recommendations, and other informational reports for administrative use.
Education: Masters degree from a recognized college or university with major study in international business, trade, international relations, economics or government. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years professional experience in the field of business, economic development, or international trade, international relations with responsibilities in program research, planning, monitoring, and evaluation.
Education: Bachelors degree from a recognized college or university with major study in international business, finance, trade, economics or government.
Experience: Five years professional experience in the field of business, economic development, or international trade, international relations with responsibilities in program research, planning, monitoring, and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
LICENSE/CERTIFICATION: Eligibility for New Hampshire drivers license for travel throughout the state
SPECIAL REQUIREMENTS: Must have good project and time management skills and be willing to travel daily. Must have a valid Passport and be willing to travel abroad. Must have good written and oral communication skills.
