Position description

This position is located on the Policy Planning Staff (S/P), which provides the Secretary, the Deputy Secretaries, and other Department Principals with independent analysis and policy recommendations. The incumbent will serve as a Senior Advisor to the Policy Planning Staff (S/P).

Responsibilities

  • The incumbent must research an issue, coordinate substantive information and materials with counterparts within and outside of the Department and synthesize this information into policy papers, briefing, and talking points for the Secretary.
  • Responsible for the preparation of studies with recommendations on major issues of policy with respect to international economics and finance, sovereign wealth funds, commercial diplomacy, and trade.
  • Provides authoritative policy, programmatic, and technical advice to senior-level policymakers and develops, coordinates, and issues program directives, policies, procedures, and other materials. 
  • Responsible for making substantive recommendations with respect to the formulation and execution of foreign policy.
  • Serves as a senior expert and primary advisor to the Bureau with other U.S. foreign affairs-related agencies, their principals and senior officials.
  • Develops and maintains a network of contacts throughout the Department, other executive departments and agencies with foreign affairs concerns , Congressional staffs, non-governmental organizations with similar interests, and academic institutions.
  • Prepares for the Secretary, Deputy Secretaries, Under Secretaries, and the S/ P Director and Deputies, analyses, talking points, and oral and written briefings that address the implications of current events and U.S. Government actions.

Conditions of Employment

  • One year probationary period, unless excepted by regulation.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Verification of employment eligibility in the United States is required.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants must have the required experience or education as described below and meet any selective factors, when specified.

BASIC REQUIREMENTS:

Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.

OR

Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUSappropriate relevant experience OR additional education.

OR

Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience conducting research and coordinating substantive information and materials with counterparts.
  • Experience providing expert advice and guidance with regard to the policy implications of issues and developments in an assigned specialty area.
  • Experience providing expert analytical and advisory support for the planning, development, and execution of U.S. foreign policy within a broad and
    complex geographic or functional specialty area.
  • Experience drafting analysis, talking points and oral and written briefings that addresses the implications of current events and U.S. Government actions on U.S. foreign policy.
