Position description

Under the general direction of the Director of the Economic Affairs and Regional Integration Division (EARID), and in close collaboration with other Heads of Unit within the EARID, the Head of Trade Policy Development shall be responsible for the supervision and technical management of the unit staff and unit work programme and budget.

The major elements of work in this Unit are:

  • Trade Policy Development Coordination and Support: Analyse and formulate trade policy recommendations for the benefit of the OECS member states and provide technical assistance and advice to member states in resolving trade-related issues or concerns in specific markets;
  • Trade Analysis and Reporting: Analyse and report on the developments in the global and regional trading environments which will impact the trade performance of the OECS and ensure the production of high-quality analysis and research on trade-related matters for the Commission and Member States countries;
  • Technical and Policy Advice and Guidance: Provide the Member States and Commission with technical advice and guidance on critical trade and development related issues and lead on the conceptualization of new focus areas in order to ensure that the Unit continues to be at the forefront of knowledge and trends in the delivery of trade policy and development support to the OECS member states;
  • Develop and implement the annual Trade Policy Development work plans;
  • Provide representation at regular structured interface forums and activities, and collaboration with the Member States on the above issues, especially through involvement in and support to national processes of economic policy and strategy development and implementation as required;
  • Interface, collaborate and coordinate with the OECS private sector on trade, development policy, and strategy issues;
  • General and specific research on issues related to the work of the unit and Commission, as well as presenting/disseminating findings and recommendations to internal and external audiences;
  • Collaborate and coordinate with support agencies on the delivery of technical assistance to the Commission and the Member States for trade-related activities;
  • Build internal and external partnerships for the progression of the work of the Commission;
  • Carry out such other related duties as may be required, from time to time, by the Director of the Economic Affairs and Regional Integration Division.


  • Build a high-performing team capable of delivering the strategic plans of the unit;
  • Lead the formulation and execution of annual work plans that are aligned with the Commission’s strategic goals;
  • Prepare monthly reports on the attainment of key performance indicators;
  • Comply with HR policies to ensure the efficient team management;
  • Represent Trade on the EARID’s management team.


  • Minimum qualification of a Master’s Degree in relevant discipline with a specialization in International Trade, International Business, Economics, or Development Administration;
  • At least seven years working experience in Development planning and or trade policy development;
  • Subject Matter expert with at least 10 years of technical experience;
  • Proven experience in managing and developing high-performing teams;
  • Relevant experience working with key regional or multilateral development and or trade agencies would be an asset;
  • Applies expert knowledge and broad understanding of multiple disciplines within technical space;
  • Ability to challenge and influence at all levels;
  • Strong negotiation and decision-making skills;
  • Will have a keen understanding of the geopolitical landscape within which the future of the OECS will evolve;
  • Solid experience managing multi-stakeholder and/or intergovernmental fora;
  • Ability to analyse problems and recommend workable solutions;
  • Positive and pragmatic approach to achieving results;
  • Excellent written and verbal communication skills across multiple levels.
