IBTCI is seeking a Manager Contracts and Procurement to support the Contracts Department in the day-to-day Contracts, Subcontracts, and Consultant management of a diverse portfolio of federal and non-federal funded project. This position is a full time exempt position based in our headquarters in Vienna, Virginia.  

Due to COVID 19 we have a hybrid work schedule going to the office only once a week.


Responsibilities
 

Essential Duties/Tasks and Responsibilities:  

  • Manage the full cradle-to-grave procurement cycle of IBTCI contracts from the solicitation phase to award through closeout.
  • Serves as the primary point of contact of IBTCI with Government contract professionals for the assigned portfolio and negotiate contract terms and conditions with IBTCI Clients, Subcontractors, Vendors, and Consultants.
  • In conjunction with the Senior Director, Contracts and Pricing, develop and conduct trainings for HO and overseas staff.
  • Review, analyze, interpret and provide contractual/regulatory guidance and ensure contracts compliance in accordance with terms and conditions of the contract.
  • Assist the Senior Director, Cost and Pricing in drafting, updating, and maintaining internal and cross-departmental policies, and contractual tools, templates, process and procedures.
  • Review, analyze, and highlight risk areas in solicitations and provide contractual support to New Business Department.
  • May review, negotiate, and execute Teaming Agreements and Non-disclosure Agreements as directed by the supervisor.
  • Upon request, may assist the Senior Director, Contracts and Pricing with cost proposal development.
  • Conduct cost/price analysis.
  • Any other duties as assigned

Qualifications

Minimum Requirements:

  • At least 5 years progressive experience in USG projects and contracts management.
  • Comprehensive knowledge of U.S. Government service-type cost reimbursable, T&M, and fixed price contracts and grants management.
  • Strong knowledge of the Federal Acquisition Regulations (FAR), the USAID Federal Acquisition Regulations supplement (AIDAR), 2 CFR 200, USAID ADS series, DoS Standardized Regulations.
  • Oral and written fluency in English required.
  • Capable of properly escalating issues of concern to appropriate leaders, as well as identifying potential implications for scope, timeline, quality, or budgets to program leaders.

 

Preferred Knowledge, Skills and Abilities:

  • At least 5 years progressive experience in USAID projects.
  • Experience working in an integrated team environment; able to operate independently as well as part of a team.
  • Excellent reading, writing, editing, and communication skills.
  • Ability to communicate well verbally and in writing.
  • Ability to multi-task in a fast-paced environment within required deadlines.

Education: 

 Bachelor's degree in business administration, management, accounting, law, or related field.

Working Environment:  Work is typically performed in an office environment.

 

Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

 

Supervisory Responsibility:  This position does not have supervisory responsibilities.

 

Travel:  International travel may be required and may include travel to fragile and/or conflict-prone zones.

 

Work Authorization:  Candidate must be authorized to work in the United States.
