Oceana’s Transparent Oceans Initiative (TOI) tells the real story of overfishing, food insecurity, human rights abuses, illegality, and ecosystem damage caused by poorly regulated industrial fleets fishing on the high seas and in the waters of other countries. Collaborating with scientific and advocacy partners around the world, TOI investigates the activities – and consequences – of this so-called distant water fishing. With strategic outreach that targets key audiences, TOI’s evidence-based analyses push for policy reform to make governments and distant-water fishing businesses more transparent and accountable.
Reporting to the Senior Director of Global Policy, the Outreach and Public Affairs Manager works with the Science & Strategy team to plan and manage TOI’s stakeholder engagement activities, oversee the development of TOI communications materials, and serve as the key liaison between Oceana and the Global Fisheries Transparency Coalition. The role is international in scope working across multiple Oceana country offices and engages experts and stakeholders from fishing regions around the world and in key international fisheries fora including RFMOs, FAO, and relevant UN conventions. The Outreach and Public Affairs Manager has experience coordinating initiatives across multiple teams and departments, managing external relations, planning strategic outreach, and overseeing the development of communications products. The position requires flexibility to work in varied time zones and is based in Washington, D.C. Regular international travel is anticipated. This is a full-time, exempt position.
Principal Duties and Responsibilities
- Develop and direct outreach and stakeholder engagement strategies for TOI projects to reach decisionmakers and the communities that influence them.
- Manage the planning, coordination, and execution of TOI outreach activities including symposia and webinars, launch of reports and other publications, social media, and networking events.
- Oversee the production of outreach materials, including fact sheets, social media toolkits, presentations, website content, press materials, and more.
- Serve as lead for TOI’s external outreach-oriented relationships including with media consultants, journalists, and peers at intergovernmental bodies and NGOs.
- Lead or support, as appropriate, TOI’s relationships inside Oceana including with country offices, marketing and development departments, communications and design teams.
- Working closely with Oceana’s marketing & communications department, oversee the promotion of TOI products, assets, spokespeople and messaging through letters-to-the-editor, op-eds, editorials, and blog posts.
- Represent TOI and/or Oceana’s full portfolio of transparency work in coalitions and strategic partnerships as delegated by the Senior Director.
- Advise and provide writing and editing support for other Science & Strategy projects and initiatives as needed, including the Global Fisheries Transparency Coalition.
- Bachelor’s degree in public relations, communications, public policy, or related field, or work experience equivalent
- At least five years of public affairs experience, with expertise in public relations, media relations, expository and persuasive writing, and events and project management
- Proven experience in developing and/or implementing high-impact outreach strategies, including managing internal and external collaborative relationships, and overseeing the development of communications materials, events, workshops, and other outputs, ideally for international, multi-stakeholder groups
- Experience working internationally with non-governmental organizations or intergovernmental coalitions, preferably in the fields of environmental conservation, oceans, or fisheries
Skills and Knowledge:
- Excellent interpersonal skills with the ability to work internationally, cross-culturally, and collaboratively as a team player to coordinate projects and share information
- Superb writing, editing, and verbal communication skills adaptable to a variety of audiences, but especially the synthesis of technical policy content for lay audiences
- High-level of organizational skill and technological proficiency with MS Office suite, cloud collaborative workspace platforms, and contact management systems, all required; experience with mass communications tools and event-hosting platforms preferred
- Working knowledge of marine policy issues; further knowledge on international fisheries and distant-water fishing issues is an asset
- Full fluency in written and spoken English; additional language(s) such as Chinese, French, Korean, Japanese, or Spanish are also an asset
