Position description

Expertise France is the public agency of French international technical cooperation.The agency operates around four priorities:

  • democratic, economic and financial governance;
  • security and stability of countries in crisis/post-crisis situations;
  • sustainable development;
  • strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards Frances solidarity policy, influence and economic diplomacy.

 

Under the supervision of the Unit Director, the Project Coordinator is responsible for the overall management and coordination of the project IYBA-SEED: Investing in Young Businesses in Africa Supporting Entrepreneurship Ecosystem Development.

The Project Coordinator heads the Project Management Unit (PMU) - and is based in Brussels.

He/she will work on a daily basis with the support of the PMU Team (Deputy Project Coordinator; Financial and Administrative Officer; MEAL Officer, 4x Component Leads), and will be in regular contact with the Country Teams), DG INTPA and EF HQ (Portfolio Managers and support functions).

He/she will need to be able to travel regularly to meet with stakeholders and contribute to the smooth running of the project. The position implies a high degree of autonomy, and interpersonal skills appropriate to working in a European, international and multicultural environment.

PMU Team Management

  • Heads the PMU team and is hierarchical superior of the Expertise France members of the team. Organises, recruits and manages the PMU Team members in Brussels

Overall project management

  • Is responsible for harmonized execution and reporting procedures for all activities, set the framework and proposes shared tools and procedures
  • Consolidates the planning of activities and resources, and the annual budget of all country and international project activities
  • Ensures compliance with the specifications/contract, anticipates and manages risks and developments relating to the project and alerts his or her hierarchy if necessary
  • Oversees the writing and transmission of contractual reports to the donors (narrative and financial)
  • Organises and co-chairs the projects Steering Committees

Supervision of international activities of the project

  • Supervises the international project activities: planning, implementation, budget execution, monitoring/evaluation, audit, in coordination with the Component Leads

Internal and external project coordination

  • Ensures day-to-day coordination between Country Teams, to harmonise IYBA-SEED implementation between countries, provide backstopping support and approve key documents (Country Diagnostics, Strategic Action Plans, etc) and decisions
  • Day-to-day coordination between European implementing agencies
  • Centralise project information and organise its dissemination to the various stakeholders
  • Leads communication with EU and keep the responsible unit at DG INTPA informed on main developments or issues requiring attention of EC services
  • Leads relations with external stakeholders (donors, partners, service providers)
  • Participates in promotional activities with project owners, donors and beneficiaries

EF internal liaison

  • Ensures the interface between the project and EF HQ
  • Ensures compliance with the specifications/contract, anticipates and manages risks and developments relating to the project and alerts his or her hierarchy if necessary
  • Represent EF in the various bodies involved in project monitoring
