International Finance Manager

Opportunity:

The Solidarity Center is seeking an experienced International Finance Manager (IFM) to join our growing Finance team based in Washington, D.C. This individual will assist the Director of Finance (DoF) and Controller to oversee and manage the entire project accounting and regional finance teams with an estimated annual budget of approximately $62 million and with 26 field offices overseas. The IFM will lead all finance and project accounting activities and apply GAAS to manage and oversee pre- and post-award administration of multiple and complex grants, sub-grants, contracts, and sub-contracts to ensure strict compliance with donor requirements and internal policies and procedures. The individual will work closely with the Controller and DoF to lead and improve the performance of the entire department. 

The ideal candidate will be self-motivated and able to work both independently and as part of a team to present high quality results within tight and competing timeframes. The IFM will have outstanding analytical, problem-solving, interpersonal technical writing and communications skills.

Qualifications:

  • BA or MA in accounting (or business with an emphasis on accounting), plus 10 years of project-based accounting experience.
  • Expert knowledge of U.S. government grants and contracting rules and regulations, particularly for USAID, DOS and NED.
  • CFE certification (certified fraud examiner).
  • Understanding of project management/project delivery concepts and tools.
  • Extensive experience with fraud detection, investigation, and training.
  • Experience in internal auditing.
  • Experience in leading organizational change.
  • Experience leading formal and informal training.
  • Experience working in a similar role at an international NGO, ideally with experience outside the U.S.
  • Extensive experience supervising staff and leading teams.
  • Excellent management skills, ideally in a union environment.
  • Excellent communication and interpersonal skills.
  • Strong financial analysis capability.
  • Ability to relate to diverse groups of people and form effective working partnerships across the organization.
  • Ability to translate financial concepts to project managers and non-financial staff, verbally and through effective graphic presentation of data.
  • Ability to travel internationally approximately 30 percent of the time.

Specific Duties:

  • Maintain strong partnerships and positive working relationships with program teams, effectively balancing a customer-oriented problem-solving mindset with the role of ensuring compliance and adherence to internal and external policies and protecting organization-wide finances.
  • Manage HQ-based Project Accountants and Regional Finance Specialists to ensure that they provide timely, collaborative, service-oriented support to all staff on financial matters.
  • Provide on-going training and guidance to Project Accountants and Regional Finance Specialists.
  • Ensure that Project Accountants follow up on and resolve in a timely way outstanding issues related to field office and project finances and staff’s outstanding cash and credit card reconciliations.
  • Identify and document financial issues and offer solutions to fix them.
  • Lead finance-related agenda items for project kick-off meetings to ensure a clear understanding of objectives, roles, and responsibilities among finance and project staff related to the project budget, funding mechanism, reporting requirements, and contract agreement.
  • Work with Project Accountants to plan visits to each field office, prepare the scope of work to be performed during the visits, and supervise the on-site financial review work.
  • Conduct on-site financial reviews and/or fraud investigations or training of field offices and partner organizations as needed.
  • Work with the DoF to contribute to the integration and implementation of new software, policies, or practices.
  • Serve as a resource for staff in planning for opening and closing projects and offices.
  • Stay up to date on accounting and compliance regulations, practices, and trends, including industry best practices for non-profits.
  • Provide support to Country Program Directors (CPDs) or their designees in hiring local accountants and finance officers/managers, and in setting up finance structures and internal controls, policies, and procedures to provide effective financial management and compliance with donor requirements.
  • Provide support to program staff, based in HQ and overseas, in monitoring and revising portfolios and program budgets throughout the year and the life of the project(s).
  • Support program staff in identifying courses of action when projects do not perform as originally budgeted.
  • Ensure that key processes and systems are in place to manage financial risk assessments, donor financial compliance, and reporting management processes.
  • Work closely with members of the Finance Team during the annual audit to ensure all relevant information is transmitted to the auditors in a timely manner.
  • Work with program managers on a quarterly basis to forecast staffing coverage and needs for the next 6-12 months and identify any shortages or over-commitments.
  • Develop reports and analysis forecasting budget performance across programs at the direction of the DoF.
  • Assist the DoF and Solidarity Center’s Management Team on special projects requiring financial analysis or guidance related to portfolio and program budgets.
  • Work with managers and other members of the Finance Team to streamline internal financial reports and reporting processes to deliver more efficient, effective, and useful reports and analysis.
  • Perform other finance and/or accounting tasks as assigned or deemed necessary by the supervisor.

This is a management position, generously compensated with a gross annual salary starting at approximately $157,000 a year, USD based on experience. A robust benefits package includes fully paid health insurance, a retirement plan and pension, life insurance, and ample paid time off for holidays, vacation, and medical leave.
